111 EARLY REVIEW OF PLANNED DEVELOPMENT USE PERMIT APPLICATION:
Item 4) APPLICATION 7-U-90 - TERRY BROWN CONSTRUCTION Requesting early
review of a planned development use permit to construct a 3,900
square foot office/commercial building with two (2) residential

requirements of the Monta Vista Design Guidelines and explained
the circulation plan, an interim solution until the adjoining

Mr. Al Fuentes, 10744 Santa Lucia Road, stated that this
application should be denied. His reasons: The construction
practices of Mr. Brown's development on McClellan Road has
disrupted the adjoining neighborhoods due to the garbage being
left and littered throughout the neighborhood and the fact that
the workers are blocking the streets causing traffic problems.
Mr. Fuentes is concerned that these same practices will be used
on the Orange Avenue site.
Mr. Brawn responded that he was unaware of Mr. Fuentes concerns
and would try to resolve these problems as soon as he could.
The general consensus of the Q anissioners was that they agreed
O with the Staff comments and thought the smaller five (5) foot
frontyard setbacks should be used.
COMMITTEE REPORTS:
The Commissioners asked Staff to look into the reasons ASAC had not
reviewed the landscaping plans for the Quinlan Center stating they thought
it was made clear that ASAC would review all public works type projects
