SUMMARY N INCTTFS OF THE REGULAR MEETING OF THE ARCHITECTURAL
AND SITE APPROVAL COMMITTEE OF THE CITY OF CUPERTINO FOR
JUNE 11, 1990, MEETING HELD IN CONFERENCE ROOM A, CITY
HALL, AT 10300 TORRE AVENUE, CUPERTINO, CALIFORNIA.
The meeting was called to order at 7:40 PM by Committee Member Hoxsie,
elected as stand-in Chairman.

ROLL CALL
Present Members: Acting Chairman Hoxsie, Lim, and Weber
Absent Members: Chairman Gong, Jackson
Staff Present: Tarn Robillard, Planner I
FORMAL REVIEW:
Item 1) APPLICATION ASAC 51,738.2 - PACIFIC FRESH Requesting review and
• approval to modify a planned development sign program for an
existing restaurant located at 21255 Stevens Creek Boulevard at
the Oaks Shopping Center.
Tom Robillard reviewed the Staff Comments and described the new
proposed sign program.
Dan Laguna, Pacific Fresh, commented on staff comments and
answered questions of the committee members.
Committee Member Lim stated that he had no problems with the sign
as proposed.
Committee Member WeliPr expressed concern regarding the brightness
of the green color when illuminated.
Committee Member Hoxsie expressed concerns ' with the size and
intensity of the sign, stating that the sign was too big and that
the increase in illuminated surface caused the sign to be too
bright. It was suggested that the number of neon tubes inside
the sign be reduced from three to two.
Committee Member Weber stated that the restaurant address number
should be included on the monument sign and not on the building.
The location of the address would be determined by the applicant
and by Staff.

DECISION:
On a 3 - 0 vote, Application ASAC 51,738.2 was approved pursuant
to the findings and conditions contained in the Model Resolution
with Condition 10 modified and 11 added to read as follows:
10. The restaurant &dress numbers shall be included on the
monument sign.
11. The number of neon tubes within the monument sign shall
be reduce to a maximum of two tubes.
Item 2) Application ASAC 51,901.1 - CUPERTINO ELECTRIC Requesting review
and approval of five parking lot lights located behind an
industrial building located at 20605 Valley Green Drive.
DECISION:
On a 3 - 0 vote, Application ASAC 51,901.1 was moved to the last
item of the meeting.
Item 3) Application ASAC 51,809.3 - SRI SERVICES Requesting review and
approval to modify a planned development sign program located at
an existing service station at 1325 Saratoga-Sunnyvale Road.
• Tom Robillard reviewed the Staff Comments noting concerns of the
location of the monument sign stating it would have to be moved
back outside the site triangle. He also recommended that the
number of building mounted signs be reduced from three signs to
two signs. He noted that the applicant is also requesting
approval of an internally illuminated fascia around the dispenser
canopy and on a portion of the building.
Sam Rao, SRI Services, commented on the Staff Report stating that
he disagrePc with the Staff recommendation for the location of
the monument sign, saying that the intent of the site triangle
does not apply to his particular situation.
Committee Members Lim and WPFPr stated that they agreed with
Staff's recommendation. Committee Member Weber further added
that the 24-hour sign should not be included in the final
approval, stating it was not necessary and detracted from the
appearance of the building.
ComnittPP Member Hoxsie expressed his concerns with the 24-hour
sign and the internally illuminated fascia, stating that the
internal illumination of the fascia detracts from the appearance
of the building.
It was also agreed upon by the Committee Members that the
monument sign should be moved outside the site triangle.

DECISION:
On a 2 - 1 vote with Committee Member Lim voting no, Application
ASAC 51,809.3 was approved pursuant to the findings and
conditions contained in the Model Resolution with Conditions 10
and 12 modified and 13 and 14 added to read as follows:
10. The site address shall be located on the monument sign.
12. Only one AM/PM sign is approved as part of the sign
program.
13. No lights shall be included in the proposed fascia
addition.
14. All non-conforming signs on the site shall be removed
prior to issuing building permits.
Just prior to the final vote, the applicant requested that his
application be withdrawn and no decision to be made.
Staff recommended that the final vote be made since the motion
had already been moved and seconded.

Item 4) Application ASAC 3-U-90 - CROUTON'S INCORPORATED Requesting
review and approval of a precise landscaping plan and building
colors for an approved restaurant in an existing building located
at 10100 South DeAnza Boulevard, approximately 400 feet from the
southe ct corner of Stevens Creek Boulevard and DeAnza Boulevard.
Tom Robillard reviewed the Staff Comments noting that the new
proposal seemed to be in conformance with the City Council's
direction to eliminate the palm trees and propose a color more
closely matched to the City Center office buildings.
Roxie Rapp and Jamis MacNiven, Crouton's Incorporated, reviewed
Staff Comments and answered questions of the Commissioners.
Mr. Rapp explained that without palm trees and with colors that
closely match the City Center office buildings, the building
would appear dull and uninteresting, thus detracting from the
overall look of the City Center area. He stated that trees are
needed at the entrance of the building in order to provide an
anchor for the building and provide interest.
Committee Member Lim stated that the colors were acceptable but
felt that palm trees were needed to add some kind of interest to
the building.
Committee Member Weber expressed concern for the proposed colors,
stating that he felt they were dull and boring. He also stated
110 that he does not have a preference for palm trees.

Committee Member Hoxsie also stated the colors were boring and
palm trees were needed in order to add interest and accent to the
building and break up the lack of architectural features.
Committee Member Hoxsie also stated that the mechanical equipment
on the roof should be shielded frcmi public view.
The consensus of the Committee Members was that their
recommendation should include what they felt would be the best
proposal for that building even though City Council's direction
was not to include palm trees.
DECISION:
Upon further discussion, it was decided by a 3 - 0 vote that
Application ASAC 3-U-90 should be continued to the meeting of
June 25, 1990, in order to allow the applicant to return with new
drawings.
APPROVAL OF MINUTES
Item 5) Minutes of the regular meeting of May 29, 1990, on a 3 - 0 vote,
it was decided the approval of minutes should be continued to the
meeting of June 25, 1990.
Item 2) On a 3-0 vote application ASAC 51,901.1 was continued to the
meeting of June 25, 1990.
COMMITTEE REPORTS
Committee Member Hoxsie stated that the BP station at Homestead and
Highway 85 had several non-conforming signs which were not approved as
part of the sign program.
STAFF REPORTS
Tom Robillard reviewed City Council decisions on past ASAC agenda items.
ADJOURNMENT
At 10:20 PM to the next regular meeting to be held on June 25, 1990 at
7:30 PM, Conference Room A, City Hall.
