She further stated that she had no preference for the landscaping strip along the north property line. Committee Member Lim stated heI had no concerns of removing the eucalyptus trees. He suggestedIthat area be used either for parking or for the trash enclosure. He jfurther suggested the poRssibility of reducing the required planter strip along the north property line to ten feet. Committee Member Weber stated the planter strip should be included and suggested moving the trash enclosure to the eucalyptus tree location and make the proposed trash enclosure space a parking space. He stated he had no concerns with removing the two eucalyptus trees and further suggested reducing the required number of parking to four spaces. Chairman Gong also stated he had no concerns with removing the two eucalyptus trees, but should be replaced with a minimum 36 inch box tree of native species. He suggested the sound wall at the north property line be reduced as low as possible and reducing:the required red planter strip to eight to ten feet. He further stated that he had no concerns with the trash enclosure location as proposed but would like to see it moved if possible. The general consensus of the Committee was that there is no concern with removing the two specimen] eucalyptus trees, a planter strip should be provided along the north property line, and moving and • relocating the trash enclosure and parking spaces is advisable, and to replace the two specimen eucalyptus trees with a minimum 36 inch box native California trees. FORMAL REVIEW (Old Item) 2. Application ASAC 51,908.1 - Westfield Incorporated Requesting review and approval of a sign exception for a freestanding freeway oriented sign for an existing regional shopping center located at Wolfe Road between Stevens Creek Boulevard and I-280. Tom Robillard reviewed the staff comments, noting that ASAC had reviewed this application before and recommended denial. City Council asked ASAC to review the two monument signs only, with the economic viability and visibility of the regional shopping center in mind, and also to include the word Cupertinojon the sign. He further noted that the general consensus of previous ASAC approval was that the "generic blue directional signs" should be looked into. John Endicott and Terry Ferrera, IWestfield Incorporated, reviewed the staff .comments and answered questions of the committee members. Mr. Endicott explained the need and 'importance for the shopping center to have visibility 1 from the freeway. ASAC Minutes for the meeting of October 8, 1990 Page -3- Response to Committee Member Lim's question regarding Cal- Trans approval process, Mr. Robillard stated that any sign directly oriented toward the freeway requires Cal-Trans permits. If the sign was on the freeway riot-of-way, the sign would have to go through a formal review procedure and probably denied. Committee Member Lim stated that he was not in favor of the sign being illuminated. He questioned the economic viability of the additional signs, stating the proposal was inconsistent with the sign ordinance. He repeated his original recommendation of having "generic informational signs". Committee Member Weber stated he would support the informational signs and that the proposal was contrary to the design and aesthetic character of the I-280 corridor. Committee Member Jackson agreed with the other Committee Members. Chairman Gong stated he would not support an illuminated sign and was in favor of the "generic informational signs". DECCISION: On a 4-0 vote Application ASAC 51,908.1 was denied, according to the findings contained in the Model Resolution with Finding 1 modified, and Finding 3 added to read as follows: 1) That the nature of the use identified by the freeway oriented sign does not require the proposed illuminated freeway oriented signage. 3) That a "generic" blue directional sign would be more in keeping with the visual aesthetics of the scenic I-280 corridor and in keeping with the character of the City. On a 4-0 vote, at the request of the applicant, Item 6 Application ASAC 51,842.4 Oasis Laundries was adjusted from the Agenda order to be heard at this time. 6. Application ASAC 51,842.4 Oasis Laundries Requesting Review and Approval to modify a Planned Development Sign Program at an existing shopping center located at the southeast corner of Homestead Road and Franco Court. t. Tom Robillard reviewed the staff comments, noting that the proposal meets the requirements of the sign Ordinance, and that staff recommended approval. J.D. Vanderlaan and Robert W. Morris, Oasis Laundry, concurred with staff's recommendation and answered questions of the Committee members. • ASAC Minutes for the meeting of October; 8, 1990 Page -4- DECISION: • On a 4-0 vote Application ASAC 51,842.4 was approved according to the findings and conditions contained in the Model Resolution. By general consensus of the Committee members, Item 3 ASAC 51,910.1 and Item 4 ASAC 51,911.1 were reviewed concurrently due to the similar nature of both sign programs. 3. Application ASAC 51.910.1 - Arco Gas Station Requesting review and approval for Architectural modifications, replace existing building mounted signs, and reface the existing monument sign. Located at 10625 North De Anza Boulevard. 4. Application 51,911.1 - Arco Gas, Station Requesting review and approval for Architectural modifications, to replace existing building mounted signs, and to reface thel existing monument sign. Located at 10550 South De Anza Boulevard, at the southeast corner of Silverado Avenue and South De Anza Boulevard.{ Tan Robillard reviewed the staff comments, reminding the committee members of their previous approval. He explained that at the Appeal hearing the City Council referred the application back to ASAC, with the direction that the sign should be reduced to include only the wording and eliminate the yellow{ band across the building. The sign may remain up during the time the appeal is in process, and Arco should produce evidence that the sign is a registered trademark. • Mr. Robillard further stated that the "Smog Pro E cpress Test and Repair" with yellow background his in the process of becoming a registered trademark. He quoted Section 17.24.050 of the Sign Ordinance which allows one building mounted sign with the inclusion of a ground sign and stated that the 'size of the building mounted sign as regulated by the Sign Ordinance shall be one square foot of sign area considers the { staff stated that for every foot of wall 1 He ength.r yellow band an architectural feature and not a sign, and is in ASAC's scope of review. He stated that the staff feels the yellow band is too bright and obtrusive, and 'not in aesthetic harmony with the building, surrounding uses, and Icharacter of the community. Lastly, staff recommends approval of the sign decal due to its size location and because it is intended and only readable for on-site use. R. L. Knutson, Bob Lee, and Gary McDaniels, Atlantic Richfield Company, noted staff comments, answered questions of the committee mambers,and explained the logos land their request for a yellow facia band. Committee Member Weber stated that his previous comments remain the same, that he does not like the yellow band around the window. Other than the approval of the door decal, he stated he would support staff's recommendation and that the sign should follow the sign ordinance size regulations. Committee Member Lim explained that at the previous meeting, the facia band was said to be non-illuminated. Committee Member Jackson agreed that at the previous ciirliQsion the sign was not illuminated. Chairman Gong questioned the size door decal and explained he did not have any concerns with it. The general consensus of the Committee was that the yellow facia band is too bright, obtrusive, and unbalanced with the building's surrounding u^r, and the character of the community. DECISION: On a 4-0 vote Application ASAC 51,910.1 was approved according to the findings and conditions contained in the Model Resolution, with Condition 16 and 17 added to read as follows: 16. Conformance with Condition 11 and 13 is contingent upon the applicant providing proof of the trademark sign area and colors. This proof shall be reviewed to the satisfaction of the City Attorney. 17. The front and side facia shall not be illuminated. At the applicants request ASAC clarified the conditions of approval stating that only a 57 sq. ft. area (3 ft. by 19 ft.) with yellow background and blue letters is approved. Only the sign area may be illuminated no other portion of the building may be illuminated. On a 4-0 vote Application ASAC 51,911.1 was approved according to the findings and conditions contained in the Model Resolution with Condition 16 and 17 added to read as follows: 16. Conformance with Condition 11 and 13 is contingent upon the applicant providing proof of the trademark sign area and colors. This proof shall be reviewed to the satisfaction of the City Attorney. 17. The front and side facia shall not be illuminated. At the applicant request ASAC clarified the conditions of approval - stating that the yellow facia band on the front and sides shall be removed unless the applicant can prove that is the registered trademark. Application ASAC 51,920.1 - John land Diane Dunn approval for a Planned Development Vi Ar Arcrevhitectural andl modifications, and ,°��t sign program, Architectural at modifications, Stevens, Creek Boulevard,for an existing restaurant located northeast corner of Stevens Creek Boulevard and Saich Way. Tan Robillard reviewed the staff comments, explaining the changes in the Architecture, the new sign program, and the landscape plan. He stated that staff's recommendation was to approve the front building mounted sign and the pylon sign and not to approve the roof mounted sign. He stated he had no concerns with the landscape plans as long as a registered Landscape Architect certifies their conformance with the Xeriscape Guidelines. Barry Chin, Project Architect, explained a concept of the proposed restaurant, reviewed the Architectural changes, and further explained the sign program. Committee Member Lim stated that it was a good sign program. He would not recommend approval of Pam' the roof sign, but would approve the pylon sign with no neon lights, but being internally lit. Committee Member Jackson Tao Robillard quests - the hours of operation. explained that the current Use Permit in effect for that • restaurant limits the hours of operation. Ccanmittee Member Jackson stated that she also would not approve neon lights on the pylon sign. Committee Member Weber stated that he did not like the pylon sign and would rather see the roof mounted sign approved. Chairman Gong stated that he did not like the red neon band around the building, stating that it looked too much like an extension of the sign and was not needed. He further stated that he would approve the pylon sign with the neon lights. The general consensus of the landscap e plan was that, as long as a registered landscape architect certified conformance to the zero scape guidelines, they had no concerns. DECISION: On a 3-1 vote with Committee Member Weber voting no Application ASAC 51,920.1 was approved according to the findings and conditions contained in the Model Resolution with Condition 10 modified and Condition 17 added to read as follows: 10. The street number shall be placed on the ground sign and shall be clearly visible to passing motorists. 17. Application 51,785.2 CEN Real Property Requesting review and approval to modify a Planned Development Sign Program and building colors at an existing shopping center located on Wolfe Road between Homestead Road and I-280. Town Robillard reviewed the, staff comments noting that the scope of the application consisted of replacing the existing monument signs "Vallco Village Shopping Center" face with "Cupertino Village" face. He noted the colors are teal letters, a peach background, on an ivory background. He further explained that the building colors which will also change, will be the same colors as that of the signs. Teresa Owen and Charles E. Newman, Cupertino Village Shopping Center, explained the scope of the project and answered questions of the Committee Members. DECISION: On a 4-0 vote Application ASAC 51,785.2 was approved according to the findings and conditions contained in the Model Resolution. APPROVAL OF MINUTES 8. Minutes of the regular ASAC meeting of September 24, 1990 were approved on a 4-0 vote. • IITIEE REPORTS Pat Jackson suggested that staff and City Council consider a partial review of the sign Ordinance affecting freeway oriented signs with the remainder of the Ordinance being reviewed later this Spring.
