Dear Cupertino Council Members:
Regarding a midyear budget adjustment, I request the city council allocate additional budget to
the Regnart Creek Trail project specifically for providing better privacy and security
protections.
The current budget of$365,000 for 82 homes directed impacted by the trail is not enough for
the city to provide proper protection to the impacted residents. The wooden fences the city is
planning to providing is not adequate to mitigate privacy and security issues the residents
along the trail would face, especially for those abutting the trail that live as close as only 2 feet
from the trail.
The followings are what the affected residents including myself request:
1. Concrete sound wall similar to the wall along the entrance to Creekside Park , or some
alternative material comparable to the concrete wall in terms of the noise and privacy
protection for the residents abutting the trail. Taller height(8�9 feet)than currently offered by
the city (7 feet)would be needed for better noise reduction and privacy protection.
2. Gate closures at night
3. Proper privacy protection for Lozano Lane residents that faces the trail from their front
yard.
4. Taller fences and privacy screens for the residents on the other side of the trail with lower
grading.
You consideration of the requests during the agenda item 12 and allocation of additional
funding for proper protection of the impacted residents would be highly appreciated.

Council Members,
This email is in reference to Agenda Item #12 City Council Meeting 03/3/2020.
The City is asking for a midyear budget adjustment. In September 2019,the Council allocated �2.2M
dollars for Regnart Creek Trail Project which only included $365,000 towards privacy and security
protections for 82 homes.This does not inlcude$813,000 payable to HMH for design and
environmental services.The Council has allocated�12%of project cost for privacy fencing of 82
homes.This is not adequate to provide proper protection for residents who live as close as 2 feet
from the trail.
So we the residents are requesting for additional allocation of funds for better protections for the �
neighborhood residents that includes the following.
1. Most residences abutting the trail want a concrete wall (similar to creekside park)or alternate low
cost material which provides equivalent protection for security and noise ( other than replacing our
own wooden fences) It is possible to provide non contiguous walls options for most residences who
want them. For example, Homes on Bollinger, San Tomas Aquino have mix of walls and fences.
2.The residences on the other side of the trail with lower grading, request for taller fences and
privacy screens.
3. Gate closures from Dusk to Dawn requested by all the residents.
4. Proper privacy protections for residences (Lozano lane) in front of the trail.
AS per the General Plan, POLICY HS-8.5: NEIGHBORHOODS, " Review residents' needs for
convenience and safety and prioritize them over the convenient movement of commute or through
traffic where practical"
We request the City Council to discuss this during the agenda Item 12 and allocate additional
funding for proper protection of the adjacent residents .
