Dear Mayor, Vice‐Mayor, Councilmembers, and City Manager,
Housing Goal
1. Study session: I am pleased to see the addition of “evaluating sites for potential upzoning.” Upzoning is something that needs to
be discussed and understood. All residents need to have the same vocabulary and definitions to discuss what possibilities Cupertino
has moving forward to build homes at all price points. This study session will provide the opportunity.
Quality of Life Goal as it relates to Housing Goal:
Since the RHNA study session will inform the discussions of items under Quality of Life:
Item 14 Heart of the City Plan,
Item 15 Review and Update of the General Plan, and
Item 16, Vallco Specific Plan,
it would be good to wait to release the RFQ under Item 14, for a design consultant, and other actions under Item 15 and Item
16, until discussions of RHNA are completed. This would allow the City to use at least part of the $1M for Item 14; $1M for Item 15,
and $650,000 for Item 16 for other purposes until the RHNA discussions have been concluded.
Housing Goal
Pleased to see‐
Item 2 Housing Strategies;
Item 3 Moderate income and ELI/DD housing project;
Item 6, Housing Program for homeless DeAnza Students;
Item 7 Homeless Services and Facilities; and
Item 9 Transportation to/from Service Providers on the Work Program.
This work is continued from the 2019‐20 Work Plan, therefore, we can look forward to more progress for helping Cupertino
residents of all incomes and abilities!
The addition of Items 5 and 8 are timely and needed all the more as a result of the COVID‐19 pandemic.
Item 5 Review City’s Housing and Human Services Grant Funds
Item 8 Research Governor’s $1.4 billion pledge towards homelessness....
Item 4 Establish preapproved ADU plans.
Aging‐in‐place will be less expensive and easier! Standards will be helpful in designs for aging in place. Adding features for older
people in the early phase of design makes the cost of building the unit less expensive than if the unit must be remodeled later.
It is a great idea to make standardized, quality designs (therefore, less expensive)available to all homeowners who cannot spend
money on custom designs for their ADU’s.

Public Engagement and Transparency
I am very happy to see Item 6, SBDC, Counseling hours.
In this scary time of COVID‐19, some small businesses may need help navigating the various assistance opportunities, to
determine their eligibility and how to apply. I have seen that the Cupertino Chamber of Commerce has sent an email to
all the businesses on their contact list, but ,it is possible there are some who are not on that list, who call the City
instead. It will be good to have someone there who is able to help them or direct them to the Chamber of Commerce,
preferably with a name, phone number and preliminary ohone call to reassure the small business person that they have
made a real connection.
Transportation
1. Shuttle bus pilot program. I heard a presentation at the Chamber of Commerce by Chris Corrao. Very pleased to hear
that it is popular; also, that nearby cities are interested in having a shuttle bus in their areas, and that we will be able to
expand the number of locations available outside our City limits for Cupertino residents.

Dear Cupertino City Council and Staff,
First, thank you for your continued efforts to stabilize things during these trying times. All indicators from this week
seem to suggest that we are headed in the right direction toward flattening the curve—which is fantastic news. With
homeowners receiving numerous tools for mortgage relief, it's now imperative that we step in as a city to
promulgate, finance, and promote a rent relief program in partnership with WVCS's existing framework.
Attached you will find Cupertino for All's unanimously approved additional recommendations for the 2020‐2021 city
work program. A personal note and apology from myself—when I (Neil) gave public comment last about the work
program, I was obviously furious, especially since the De Anza students were unable to speak, despite being enormously
impacted by the housing crisis. My intention is to work with the city to produce packages of policy reforms that better
facilitate a plan for Cupertino's future, but my tone suggested otherwise. As such, we ask that you please consider each
suggestion seriously, and take the deserved time to consider its implementation into the work program.
Note: Previously Cupertino for All submitted suggestions for the work program. And we are grateful that staff has
considered certain language changes, such as the addition of "upzoning."
