SPECIAL CITY COUNCIL MEETING

At 5:31 p.m. Mayor Steven Scharf called the Special City Council meeting to order in the
Cupertino Community Hall Council Chambers, 10350 Torre Avenue.
ROLL CALL
Present:Mayor Steven Scharf,Vice Mayor Darcy Paul, and Councilmembers Liang Chao (5:32
p.m.), Rod Sinks, and Jon Robert Willey. Absent: None
ORAL COMMUNICATIONS - None
STUDY SESSION
1. Subject: Review Progress on FY 2019-20 City Work Program and provide any input to
staff.
Recommended Action: Review Progress on FY 2019-20 City Work Program and
provide any input to staff.
Written communications for this item included a presentation.
City Manager Deborah Feng reviewed the process and gave a presentation.
Mayor Scharf opened public comment and the following individuals spoke:
Sanat Singhal (Cupertino resident) on behalf of Youth Climate Action Team- waste
reduction policies, educate residents on food choices, impact with policies.
Guyn Azur (Cupertino resident) on behalf of Youth Climate Action Team- single use
plastic reduction, wasteful distribution of plastic, limiting food accessories.
Brandon Pan and Allison D'Souza (Cupertino residents) on behalf of Youth Climate

Action Team- talked about lawn chemicals, polluting waterways, drain on water supply,
residential awareness, replacing lawns with native plants, reduction of water usage, '
pesticides, and fertilizers.
Anika Huang (Santa Clara resident) on behalf of Youth Climate Action Team- carbon jr
dioxide levels, technology to remove carbon from atmosphere, carbon negative concrete
code.
Sophia Wang(Cupertino resident) on behalf of Youth Climate Action Team-educating on
climate crisis and on home induction stoves, partnering with City of efforts.
Abhimanyv Jayaraman (AJ) Meyer (Cupertino resident) on behalf of Youth Climate
Action Team- summer sustainability internship opportunities with the City.
Hoi Poon (San Jose resident), on behalf of Silicon Valley Youth Climate Action- partner
with Valley Transportation Authority (VTA), regressive tax measures, educate public on
food and materials, 2nd annual Climate Action Summit.
Jennifer Griffin- issues with new state legislation on housing bills for accessory dwelling
units (ADUs), property line allowances, consider apartment and condo communities.
Mayor Scharf closed public comment.
Councilmembers made comments and asked questions.
Council reviewed Progress on FY 2019-20 City Work Program and provided input to staff.
2. Subject: Develop Council Goals to guide the upcoming City Work Program.-
Recommended Action: Develop Council Goals for formal adoption at a future Council
meeting.
Written Communications for this item included a staff presentation.
City Manager Deborah Feng continued the presentation.
Mayor Scharf opened public comment and the following individuals spoke.
Jennifer Griffin-housing bills,having local control taken,will affect future voting choices.
Mayor Scharf closed public comment.
