Mayor Scharf and Members of the City Council: We impress upon you that the county’s shelter-in-place mandate, requiring that individuals remain at home unless leaving for necessary purposes, inherently means that most businesses and workplaces must temporarily close. For those of us who are retired, or work ‘white collar jobs’ with guaranteed paid sick leave or that employ work-from-home policies, the effects of COVID-19 will be mostly manageable. But many workers in our community, especially lower wage workers and their families, small businesses owners and their employees highly dependent on daily revenue, the self-employed and others with no legal entitlement to unemployment insurance have few options. Therefore, Cupertino has both an economic and moral responsibility to pass tonight’s financial relief package. While tonight’s relief distantly follows efforts of neighboring cities such as Mountainview, we are thankful for the that the City Manager’s office has proactively responded to this ongoing devastation, and hopes that City Council will not only approve what is before you all tonight, but continue to expand on these efforts in meaningful ways, such as further renter and worker protections amidst such financial uncertainty. For example, San Jose City Council recently moved forward with a paid sick leave policy as part of its COVID-19 policy response. We look forward to working with the city to expand its relief aid efforts, including through direct fundraising in whatever capacity we can provide.
