Agenda Item 1’s Staff Report does not so it’s hard to refer to a page when speaking. REVENUE QUESTIONS (Revenue Chart on page 2 of the Staff Report) 1) “Sales Tax” does not show ANY IMPACT to Sales Tax revenue. a) Q1: How can this be? restaurants closed or take outs, clothing stores closed, and Gov. Newsom allowing deferred payment of sales taxes? 2) “Other Financing Sources” a) Q2: What are these sources that add up to a -$2.5M loss? EXPENDITURE QUESTIONS 1) “Employee Compensation” a) Q3: 80 furloughed employees - Does that add up to $180,000? b) Q4: For non-essential employees sheltering at home, are they being required to use their vacation/sick time? i) Q4a: If not, can that be considered? It would not help the City immediately but it would for recovery purposes. 2) “Contract Services” – shows NO CHANGE a) Q5: Are we paying for services we are not receiving due to SIP such as Park and Rec contracted services? Inspection services? i) Q5a: Can all these contracts be adjusted, suspended, etc.? 3) “Special Projects” – reduced by -$5.5M a) Q6: Can we see a list of both projects still on the list and those removed? 4) “Transfer Out” a) Q7: What is this $30M expenditure? ENTERPRISE FUNDS - Page 4 of Staff Report 1) Projected expenditures are huge (Blackberry Farm, Golf Course, Sports Center) a) Q8: Have Blackberry Farm, the Golf Course, Sports Center and associated buildings been shutdown to bare minimum? 1 Cyrah Caburian From:Viji <viji55665@gmail.com> Sent:Tuesday, April 28, 2020 6:46 PM To:City Clerk Cc:City Council Subject:Oral Comments agenda Item #1 04/28/2020 - please read CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the  sender and know the content is safe.    Dear Council Members,    I would like to thank the City Manager and Staff in bringing the COVID‐19 fiscal update.     The City is transferring $10M from Capital projects fund to General Fund. I see that $5.5M has been taken away from  special projects and no info is provided on the projects that are impacted. It would be good if the City can provide more  details on this and what projects were competing for these scarce funds. I see a cost savings of $180K by furloughing 80  part time employees. This does not seem to be a large amount compared to $11M shortfall in revenues. So, I would  suggest the City to take care of employees during this crisis by adjusting from other line items if possible.    Revenue loss of $11.3M in one quarter is a large amount and City has taken steps to mitigate the deficit. I see other  cities giving a COVID ‐19 fiscal update for FY19‐20 and taking input from their council on the mitigation measures.  However, I did not see that happening in our council. So,I would like to know if the City of Cupertino took council inputs  on mitigating measures for $11.3M.    Also, I do not see a update for FY20‐21. A preliminary fiscal  impact on revenue shortfall should be provided to the  council.     To end, I request the council members to ask clarifying questions so the public could get educated on City issues. As our  elected representatives,  please seek information from the City on behalf of your constituents.     Stay Safe.  Thanks  Viji
