Dear Honorable Mayor Scharf and Councilmembers,
On behalf of the Santa Clara County Association of REALTORS® (SCCAOR) and our 6,000
members, I write in support of Item 2 on tonight’s agenda: Emergency Assistance Funds for Tenants at
Risk of Eviction due to Impacts of the Novel Coronavirus (COVID-19).
SCCAOR understand the concerns surrounding evictions and loss of income during this health and
economic crisis. For this reason, SCCAOR supports this equitable measure to help the most vulnerable
of tenants in a way that does not add to the burden of housing providers.
These housing providers know their tenants are in a difficult position, which inevitably places them in
a difficult position as well. With the current Eviction Moratorium and the closed court system, these
housing providers are feeling particularly vulnerable. The combination of those two factors could
allow a tenant to effectively go a year without paying rent. Adding in a declining market, they are
looking at mass vacancies and limited cash flow.
This proposal protects tenants without placing an undue burden on the housing providers in the city.
We strongly support the passage of the Emergency Assistance Funds for Tenants at Risk of Eviction
due to Impacts of the Novel Coronavirus (COVID-19).

2020‐4‐28 City Council Meeting
I am speaking in support of the City Staff proposal for Emergency Assistance. I urge that you approve
the actions they recommend. It has been five weeks since deliberations began on this item, since March
24. City Staff has examined a number of very good ways to put the City’s funds to work for people
harmed economically by COVID-19. I have 3 questions:
‐‐Two Questions for Meriwest: #1.Meriwest loan requirements: why are Taxpayer Identification numbers (ITIN’S)
prohibited?
That is not consistent with California’s position on ITIN’s for paying stimulus checks. Governor Newsom set up a pot of
money to directly address that omission in the federal CARES Act.
#2 Terms: Meriwest quotes “standard late fees.” How much are standard late fees?
Will these standard rates be proportional compared to the small dollar value of the loan? If the normal late fee on a
much larger auto or mortgage loan is used, then it will be way too much for a $3,000 loan.
Earnin has an interesting program. Hopefully, it can fill a gap that is not covered by the grants or
loans.
‐‐ Question for this next extension of Shelter‐in‐Place.
#1 Santa Clara County has extended the Shelter‐in‐Place through May 2020. Therefore, rent will be due for three
months: April 1, May 1, and now June 1. Both these programs are designed for a shelter‐in‐place order ending April
30. Please consider how to continue assistance into the third month.
I urge that you support this proposed plan that helps vulnerable citizens of Cupertino with grants and loans.
