To Mayor Scharf and Cupertino City Council Members,
My name is Amy, and I am a resident of Cupertino. As I’m sure you’re all aware, systemic racism and the generational
hurt that comes with it has come to a boiling point in the United States. The deaths of George Floyd, Breonna Taylor,
Tony McDade, Elijah McClain, and Ahmaud Arbery has brought these issues to the forefront of the nation’s attention,
and we are demanding change. As a longtime resident that has grown up in Cupertino and whose parents and family still
live here, I’ve always known that this small city has always had a reputation of safety, wealth, and homogeneity. Along
with that comes the harmful ignorance of the effects of systematic racism and the governments/policies that are
complicit in inflicting harm on our Black and indigenous citizens. You and I don’t like to hear it, but Cupertino is guilty in
supporting the infrastructures that brutalize BIPOC populations here and beyond our city boundaries. Unless everyone is
safe here, nobody is.
Currently, Cupertino spends 14 million on law enforcement each year, and in 2014, the Mercury News reported that 9
million of that goes directly to contracting with Santa Clara County Office of the Sheriff. In doing so, Cupertino is
supporting a system of discrimination, brutality, and downright cruelty. Historically, our country’s policing system is
racist. This has trickled into the present day in subtle and not‐so‐subtle ways.
County sheriffs and the criminal “justice” system disproportionately police and incarcerate Black people in Santa Clara.
In 2017, the Santa Clara County District Attorney reported that while Black residents make up only 2% of the county, a
statistic that already points to deep patterns of segregation, Black residents make up 12% of felony defendants and “a
disproportionately high number of Black and Hispanic defendants were sentenced to prison as compared to their
representation in the community.”
Cupertino spends 9 million dollars contracting with Santa Clara County Sheriff despite the over policing of Black
communities, despite the crisis in affordable housing in the South Bay, despite the fact that Cupertino has no homeless
shelters. The very people that work in the city cannot afford to live here. This causes problems on our city infrastructure
(e.g. traffic) as well as the sustainability of our city. The average Cupertino resident pays $348 a year for Law
Enforcement, $139 for Parks and Recreation, $12 for affordable housing, and $2 for support for unhoused people. As a
city, I ask that Cupertino answer the call from the Movement for Black Lives and other Black organizations to defund the
police and invest instead in community based organizations that truly promote public safety, health, harm reduction,
and de‐escalation. I ask that:
1. Cupertino pledges to defund the police in the upcoming 2024‐2025 contract with the Santa Clara Office of the Sheriff.
2. Cupertino immediately defunds the 48,000 annual subsidy of School Resource Officers in FUHSD and CUSD schools.
3. Cupertino redirects those funds towards affordable housing, support for unhoused people, and youth mental health.
I was heartened to see Cupertino pass a resolution on June 5, 2020 affirming that Black Lives Matter. In order to, as the
resolution states, “oppose any attempts to undermine the safety, security, and rights of members of our community,” it
is essential that Cupertino moves to defund the police and reroute that funding to truly support Black people and
communities of color.

Hello,
My name is Vera and our family would like to express our support for our local community police and the police department.
Cupertino is a very quiet and peaceful city and we are very thankful to live here and have our excellent neighborhood as well as our
friendly local police. We understand there are many discussions recently around policing issues and my personal experience
with the police officers in our community has shaped my appreciation of their efforts. I have had several encounters with the
community's police due to traffic violations near schools and the officers always kindly remind me to drive safely. I also know the
police officers in our area visit schools every so often teaching students safety principles such as bike safety and bully prevention,
which I believe are very helpful in uniting and solidifying our community.
We believe that the safe environment in our community is built on the foundation of trust between our citizens and our local police
officers; hence, we don't feel any change is needed as of now other than continuous good training and communication on both the
police's and citizens' parts.

I consider sufficient police funding is essential for social stability, community safety, maintain law and justice.
It's very unfair to negatively judge the entire policy force only based on a few isolated bad cop cases. I feel the
vast majority of the police force has been doing a great job! My past personal experiences with policemen /
policewomen are very positive. They follow the law with good behaviors to solve issues. Kindly and very
reasonable.
They are asset of our society harmony. Let's do our best to support them. NO defunding of policing PLEASE!

I am a parent of both CUSD and FUHSD. I am writing to express my firm opposition to defunding the police on CUSD and
FUHSD campuses and in the city of Cupertino. CUSD and FUHSD have been safe campuses for our students. Before we
talk about defunding police, we should investigate what the main safety issues are in both campuses and what the main
causes of these issues are. Then we look for policies and methods to address these issues. Before we have a thorough
understanding of the problems and viable solutions, jumping to the conclusion that defunding police could make the
campus safer is premature.

I am contacting you regarding my deep concern about "defund the police". I have been living in Cupertino since 2003. We
chose to live here because of the safe, nice communities and good schools. Defunding the police would make our
neighborhoods and schools less safe.
The recent death of George Floyd is horrific and wrong. Clearly, we need to build better law enforcement system.
However, it is wrong and ridiculous idea to defund the police for our Cupertino City and School Communities. I urge you
do NOT defund the police.
