Dear City Council:
I am writing about Item 14 on the Cupertino City Council Agenda on
August 18, 2020 which is regulation of short term rentals.
I think that short term rentals need to provide parking for their guests
on the rental property and not on the street. The rental needs to be
well managed so it does not become a volatile problem/ tragedy such
as evidenced by an Orinda short term rental on Halolween two years ago.
That means that owners need to live in the house or be on site
when renting to guests. There should a set maximum of guests so that
the property and the neighborhood is not overwhelmed by large parties
and gatherings of people such as Cupertino neighbors have encountered with
a rental on Sunrise Drive.
Requiring the property owner to have a business license and agreement with
the city over the rental terms gives the city the ability to understand issues with
a particular rental and better maintain control over the site. The city should
contract with a third party service that allows 24 hour live contact with a
person in the event of issues with a short term rental. This live attended
hotline service will allow residents.neighbors to report issues/concerns/
emergencies with a rental to achieve the most efficient handling of concerns
for all parties involved.
Also, Short Term Rentals should not be allowed in ADUs which have their
own concerns for the neighbors, etc. They neighbors should not be further
overwhelmed by large, loud, dangerous parties at ADUS which can be
4 feet from a property line.
Thank you very much for your concern into the issues of Short Term Rentals
and having them be a pleasant experience for the neighbors and not a dangerous
or aggravating one.
