SPECIAL CITY COUNCIL MEETING
At 4:30 p.m. Mayor Steven Scharf called the Special City Council meeting to order. This was a
teleconference meeting with no physical location.
ROLL CALL
Present: Mayor Steven Scharf, Vice Mayor Darcy Paul, and Councilmembers Liang Chao, Rod
Sinks, and Jon Robert Willey. Absent: None. All Councilmembers teleconferenced for the
meeting.
ORAL COMMUNICATIONS
Gregory Schmidt spoke in support of agenda item No. 1 regarding the need to achieve a more
balanced jobs to housing ratio in Silicon Valley.
ORDINANCES AND ACTION ITEMS
1. Subject: Review of the California Department of Housing and Community
Development’s (HCD’s) Regional Housing Needs Determination (RHND) for the Bay
Area region; consider the draft letters proposed by the Mayor calling for the
Association of Bay Area Governments (ABAG) Executive Board to appeal the RHND;
provide any input and/or authorize a letter to be sent on behalf of the City.
Recommended Action: That the City Council:
1. Review HCD’s RHND for the Bay Area region;
2. Review the draft letters proposed by the Mayor calling for the ABAG Executive
Board to appeal the RHND (Attachment A) and provide input
3. Consider whether to authorize the Mayor to send a letter.

Councilmembers asked questions and made comments.
Mayor Scharf opened the public comment period and the following people spoke.
Jennifer Griffin supported sending letter No. 3 and expressed frustration over the
membership of MTC (Metropolitan Transportation Commission) and ABAG
(Association of Bay Area Governments) and housing legislation.
Planning Commissioner Kitty Moore (representing self) supported letter No. 3 and
including school district finances and entitled units for Vallco, Hamptons, and Marina.
Library Commissioner Rahul Vasanth (representing self) supported sending letter No. 3.
Jen Resident (Sunnyvale resident) was supportive but undecided on sending the letter
because ABAG will not be receptive and may not meet the July 10 deadline.
Mayor Scharf closed the public comment period.
Council:
1. Reviewed California Department of Housing and Community Development’s
(HCD’s) Regional Housing Needs Determination (RHND) for the Bay Area region;
and
2. Reviewed the draft letters proposed by the Mayor calling for the ABAG Executive
Board to appeal the RHND and provided input; and
Scharf moved and Chao seconded to:
3. Send a letter to HCD and authorize Vice Mayor Paul and Mayor Scharf to edit the
letter and bring it back to the Council for approval prior to sending.
The motion carried with Sinks voting no.
ADJOURNMENT
At 5:06 p.m., Mayor Scharf adjourned the meeting.
