Proiect Description: Sign exception for the sign area for eight interior directional signs
for the Hewlett Packard Campus.
RECOMMENDATION:
Staff recommends approval of EXC-2005-15, based on the model resolution, which has
the following modifications to the applicant's request:
a) Approved as requested: Signs #1, #16, #24 and #26.
b) Deny request for larger directional sign: Signs #45 and #46
c) Approve with modifications- Use "Medium Freestanding" Standard (6.93 sq.ft.)
instead of "Large Freestanding" Standard (13.6 sq.ft.): Signs #49 and #50
BACKGROUND:
The Hewlett Packard Wolfe Road Campus is located on a 101-acre, three-lot block
surrounded by four public streets: Wolfe Road, Homestead Road, Tantau Avenue and
Pruneridge Avenue. 11 of the 12 buildings on the site are oriented to the interior of the
property and surrounded by surface parking and a wide and tall landscape berm that
obscures most of the buildings from public street view. The campus is served by 11
driveway entrances and internal circulation is accomplished through a network of
driveways and pedestrian paths that link the buildings together. The campus has a
large number of internal directional signs to direct vendors, employees and customers
around on the campus.
The applicant has an ongoing reirnaging and resigning program for its facilities. Last
year the applicant received sign exception approval for a number of new monument
signs at the campus entrances. The current submittal is for internal informational and
directional signage mounted on fences and buildings and freestanding ground signs.
Staff has reviewed the internal signage program and the vast majority of the proposed
new signs or replacement signs meet the City's sign ordinance and will be approved by
staff. There are eight free-standing directional ground signs that do not comply with
the sign code and can only be approved with a sign exception. These eight proposed
directional signs all exceed the sign code maximum size of 4 square feet.
The enclosed plan set has a lot of signage information that DRC does not need to
review. Pertinent information to the sign exception is highlighted as follows:
. Yellow highlights on the site plan show the locations of the 8 proposed
directional signs needing the sign exception.

. Drawings and photos hand-circled in red ink show the existing directional signs
if any and the proposed signs needing a sign exception, which are Signs
numbered: 1, 16, 24, 26, 45, 46, 49, and 50.
DISCUSSION:
Hewlett Packard's signage program has three standard, free-standing, directional sign
options:
· The Small Freestanding directional sign (4.0 square feet) meets the City Sign
Code and is administratively approve by staff (See Sign #47 on page marked
#32).
· The Medium Freestanding directional sign (7.166 square feet) requires a sign
exception and is proposed for six of the eight signs #1, #16, #24, #26, #45 and
#46.
· The Large Freestanding directional sign (11.875 square feet) requires a sign
exception and is proposed for two of the eight signs #49 and #50.
In general, staff is supportive of the sign exception where a larger directional sign is
warranted. The campus is large with many buildings that have numerous locations
that people need signage to find. However, the sign area should be proportional to the
information that needs to be conveyed.
Using this reasoning, staff recommends the following for the sign exception request:
a) Approve as requested: Signs #1, #16, #24 and #26 (Medium Freestanding
standard). Sign content is proportional to sign area.
b) Deny (not approve) sign exception request for Signs #45 and #46. The Medium
Freestanding standard is much larger than the information needs. Directional
information can be accommodated on the Small Freestanding standard, which
does not need a sign exception approval
c) Approve with modifications- Signs #49 and #50. Use "Medium Freestanding"
Standard (6.93 sq.ft.) instead of "Large Freestanding" Standard (13.6 sq.ft.). The
Large Freestanding standard is disproportionally larger than the information needs.
The Medium Freestanding is proportional in size to the sign content.
Findings for Exception
Per Section 17.44.040 of the Municipal Code, the Design Review Committee may grant
an exception based upon the following findings:

A. Literal Enforcement of the Sign Regulations are Inconsistent with Spirit and Intent of Sign
Ordinance
Part of the intent of the Sign Ordinance is to "provide regulations of sign size, height
and quantity which will allow for good visibility for the public and the needs of
business while providing for the safety of the public by minimizing distraction to the
motorist and pedestrian." The campus is large with multiple buildings and locations
that need directional signage sized to the signage content.
B. The granting of the exception will not result in a condition which is materially detrimental to
the public health, safety, or welfare
The additional signage area will not be detrimental to the public health, safety, or
welfare.
C. Least Modification and Minimum Variance to Accomplish Purpose
As recommended by staff, the directional signs will be sized in proportion to the sign
content that is being delivered and represents the least modification and minimum
variance to accomplish this purpose.

RECOMMENDATION:
Staff recommends approval of EXC-2005-16 based on the model resolution.
BACKGROUND:
The applicant, ABC Tree Farms, is requesting sign exception approval to allow a
temporary off-site sign at its former business location in order to inform its past
customers of its new location. ABC Tree Farms has operated a seasonal sales site in
Cupertino for nearly 20 years, selling pumpkins for Halloween and trees for Christmas.
ABC was unable to renew its land lease for the northwest corner of Stevens Creek
Boulevard and Finch Avenue this year because of ongoing property redevelopment (the
Menlo Equities project) that has eliminated the surface parking lot. This year ABC has
relocated its business to the vacant lot at the southeast corner of De Anza Boulevard
and Bollinger Road (the former Bonsai Nursery) in San Jose.
Relocating businesses typically put up signage in their old storefront to direct their past
customers to their new location. ABC is asking for the same consideration, even though
its past site is a vacant lot. The applicant is asking for a 4' by 8' temporary sign that will
be erected on October 7th and taken down on October 3151 for Halloween, and erected
again on November 24th and taken down on December 26th for the Christmas season
this year.
To meet City sign regulations, there must be three feet of clearance between the top of
the sidewalk and the bottom of the sign, and the sign cannot be located in the sight
triangle depicted in Exhibit A. The applicant is agreeable to both conditions. The size
of the sign-4' by 8' is satisfactory for visibility by passing motorists.
DISCUSSION:
The sign exception approval requires special findings.

Findings for a Sig:n Exception
Per Section 17.44.040 of the Municipal Code, the Design Review Committee may grant a
sign exception based upon the following findings:
A. Literal Enforcement of the Sign Regulations will result in restrictions inconsistent with the
spirit and intent of this title.
The intent of the Sign Ordinance is to "provide architectural and aesthetic harmony of
signs as they relate to building design" and to "provide [sign regulations] that will
allow for good visibility for the public and the needs of the business...." The applicant
is asking for temporary directional ground signage to inform his past customers of his
new business location. This is signage the City normally allows for any storefront
business without need of a permit. As there is no building on the site, the signage must
be visible to a passing motorist/ customer and the proposed sign is reasonably sized to
accomplish that purpose.
B. The granting of the exception will not result in a condition that is materially detrimental to
the public health, safety, or welfare.
The signs do not create any health or safety problems and will conform to City
standards for safety sight lines.
C. Least modification of the prescribed regulations and the minimum variance that will
accomplish the purpose.
The height and size of the ground sign provides adequate visibility for passing
motorists/ customers without being visually overwhelming.

Area Application Guidelines for a Sign Excc;ption for ABC Tree Farms
ABC Tree Farms is requesting a sign exception to place an off site sign at their prior
business location at the Northwest comer of the intersection of Stevens Creek Blvd. and
Finch Rd. ABC Tree Farms had operated a seasonal sales site at this location for
approximately twenty years prior and wishes to inform it's past customers that it has
moved location to a new location at the intersection of Sunnyvale Saratoga Rd./DeAnza
Blvd and Bollinger Rd in San Jose.
ABC Tree Farms has received written permission from the landowner, Hewlett Packard,
which is on the application that follows. We are requesting that the design of the sign be
as shown in the following sign diagram. We will allow 3 feet of clearance between the
top of the sign and the sidewalk and the bottom of the sign panel. The sign will be located
behind the dotted line shown in the Ariel photo you provided to us. We are requesting
that the size of the sign be thirty two square feet. We will put up the sign on October l't,
2005 and take down the sign on October 31st. and it will go back up on November 24th,
