Application No.(s): EA-2017-01,DP-2017-01,ASA-217-03 Applicant: Mary Elizabeth O'Connor (Rancho San Antonio Retirement Housing Corp) Location: 23500 Cristo Rey Drive APN#342-54-999 Consider the draft Environmental Impact Report for The Forum at Rancho San Antonio, a continuing care retirement community that currently exists on a 51.5-acre. The proposed project includes renovations and additions to the existing facilities as well as new buildings resulting in 25 new independent living villas, 10 new beds and 45,000 square feet of renovations and additions to the skilled nursing facility, 10,500 square feet of renovations to the assisted living facility, 26 new beds in a 39,000-square-foot new memory care building, and 27,000 square feet of renovations and additions to the commons facilities (dining, fitness and multi-purpose room). In total, the proposed project includes 39,755 square feet of renovation, 43,017 square feet of new additions, and 95,336 square feet of new buildings. ❑ Air Quality/Traffic o Less than significant impacts were reported o No access points to the site are changing, so there will be no changes to the access ability for Emergency Vehicles ❑ Additional Discussion o The Forum Community had completed an Initial Study for a Negative Declaration, but decided that they wanted the higher level review of a full Environmental Impact Report o The Forum has been a nonprofit retirement/assisted living community for 26 years. They have endeavored to reach out to all their neighbors and their members through many community meetings. They have incorporated their comments and concerns into a thoughtful and successful project. o Five members of the Forum Community addressed the Committee. They spoke in support of the proposed project. The buildings are in need of upgrades and the medical/healthcare section of the Community needs expanded to be able to continue to provide an excellent living environment for its residents.
