First reading of Ordinance No. I Q10: "An Ordinance of the City Council of the City of
Cupertino Amending Cupertino Municipal Code, Chapter 11.27, Section 11.27.145, Relating to
Designation of Preferential Parking Zones, and Chapter 11.24, Section 11.24.170 Relating to
Parking Limitation On Certain Streets, Replacing Preferential Parking With a 30-Minute Parking
Zone On the West Side of Fort Baker Drive Between Presidio Drive and Hyannisport Drive.
BACKGROUND
The principal of Lincoln Elementary School has requested that the City implement a 30-minute
drop-off zone on Fort Baker Drive on the south side of the school (see attached letter). Parents of
Lincoln students whose classes are at the back of the school are already in the practice of using
Fort Baker and Presidio Drives near the back entrance to the school to drop off the students.
Doing so helps them avoid the McClellan Road side ofthe school, where the school commute
traffic is heavier. Because there is permit parking on the streets of the neighborhood behind
Lincoln School, any parent who actually needs to park has to go to the McClellan Road side of
the school to do so. Parking on the school site is limited, and, according to the school district,
there are no real opportunities to increase parking spaces onsite.
In August of200l, Council approved the implementation of30-minute drop-off zones on the
other side of Lincoln Elementary School on Imperial and Orange Avenues, where there is also
permit parking. Both the school and the neighborhood have apparently found the arrangement to
be an acceptable compromise. Staff has not received any complaints regarding the existing drop-
off zones.
The area recommended for the 30-minute drop-off zone is 450 feet in length with continuous
sidewalk along the west side of Fort Baker Drive between Presidio Drive and Hyannisport Drive,
as shown on the attached map. The neighborhood residents have been notified of this proposal.

FISCAL IMPACT
There will be no fiscal impact, outside of a small cost for City forces to install necessary signs.
RECOMMENDATION
Staff recommends that the City Council conduct the first reading of Ordinance No. /q 7D :

Dear Mr. Qualls,
Parking is an issue at Lincoln Elementary School because there are a very limited number of
parking spots and all the surrounding streets have pennit parking. The pennit parking was
originally instituted to discourage Monta Vista High School students from parking on the
neighborhood streets during tbe school day.
Three years ago, Deborah Textor, then principal at Lincoln Elementary, made a request for 30
minute parking on Imperial and Orange Streets to facilitate student drop off and pick up.
Residents felt this was a good compromise for getting tbe restricted Monta Vista parking tbey
wanted, without unduly punishing the Lincoln community. This 30 minute parking was approved
witb tbe understanding that it be on a trial basis. Since then, Lincoln parents have been very
grateful for tbese 30 minute parking zones and it has worked very well. There has not been a
single complaint received from tbe residents on those streets. Thirty minute parking on the streets
helps to keep the few parking lot spaces we have available for volunteers who need to stay for
longer periods of time.
Besides Imperial and Orange streets that are closest to the front of the school, there is a back
entry to the school at tbe comer of Fort Baker and Presidio. Many parents use tbese streets as a
drop off and pick up point for students whose classrooms are at the back of tbe school. Use of
Fort Baker and Presidio also helps alleviate the heavy traffic that occurs each morning and
afternoon at tbe front of the school. However, since tbere is only pennit parking at tbe back of tbe
school, parents who need to park, if only for few minutes, have no choice but to drive all the way
to tbe front of the school and park on Imperial or Orange streets.
I would like to request that 30 minute parking be added on Fort Baker for the benefit of parents
who drop off and pick up their children at the back of the school. I ask for only Fort Baker
because there are residential homes only on one side of the street, so there should be little or no
impact.
