Managed Services
The Commission received information on Verizon’s Smart Technology Framework as it
relates to Traffic and Transportation.
Mr. Voit demonstrated a Dashboard pertain to Marietta city, illustrating metrics for Better
Managing Parking and the Curb.
Next, Jimmy Kim, Transportation Lead, explained Traffic Data Services (TDS) anonymously
measures the movement of devices in vehicles using the communication messages they
exchange with nearby cell towers.
Mr. Kim informed the Commission:
TDS does not rely on triangulation of cellular signals
TDS detects unique interaction patterns as a device travels down a corridor
TDS “virtual sensors” – spaced at 0.2‐mile intervals – measure traffic every 2.5
minutes
TDS provides aggregate traffic measures, such as average speed & travel time
Mr. Kim discussed the Case Study for Santa Clara County, emphasizing integrated TDS
into responsive signaling platform for County’s 8 expressways.
He further highlighted:
TDS replacing Bluetooth sensors as a source for real time speed data, integrated into
Traffic Ware responsive signal timing platform
TDS offering higher resolution, more frequent updates
Every .25 miles at 2.5 min interval vs. 2 miles every 15 min for Bluetooth
Significant ROI and savings
Minimize capex and cost to maintain equipment
Mr. Kim also showed Case Studies for San Jose.
He discussed the following:
Delivering traffic counts and analytics to support City’s Vision Zero Traffic Safety Program.
● Deployed turn‐key solution, comprising video sensors, communication backhaul,
and ARC‐GIS based custom dashboard
● Metrics include vehicles and ped counts, turning movements, speeds, and near
miss analytics
TICC SPECIAL MEETING MINUTES December 2, 2020
● Enabling infrastructure and policy decisions to increase traffic safety and inform
longer term Vision Zero strategy

Subject:Oral/Written communication: Agenda item #2 TICC Commission proposals for FY22 city work
program
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the
sender and know the content is safe.
Dear TICC Chair and Commissioners,
I am Ilango Ganga, resident of Cupertino writing this letter on behalf of myself. I have the
following proposal to be considered or discussed as part of the commission proposals for FY
22 City work program:
1. Many in the Cupertino community are concerned about the growth of recent Smalls cell
deployments across our City, especially in the residential zones. So our City has come up
with guidelines to address this growth. However as each and every service provider comes
and request the City for space (public utility pole) to deploy their small cells, there is will
many such cells within a square mile. However, it is technologically possible and there is a
trend towards having multi-tentant smalls cells, where multiple service providers can share
the same small cell site. This will significantly reduce/limit the number of small cell sites
per square mile within the city.
Hence I request the commission to consider initiating a Study as part of the City work
program on providing guidelines to the service providers to encourage Multi-tenant small
cells sites in the City of Cupertino.
Thanks for your consideration.
Regards,
Ilango Ganga
Cupertino Resident
