Dear Mayor, Vice Mayor and council members,
I am Ilango Ganga, member of the Bicycle Pedestrian commission, however, I am writing
this note as a Cupertino resident representing myself. I have the following comments on
two of the proposed City work program items included in the list (Attachment D) in noted in
the Staff report.
1. Vision Zero: This is a work program item recommended by the BPC (and related item
recommended by TICC) as noted in Attachement C. This is to develop Vision Zero policy
and action plan for our city. Vision Zero strategy is a comprehensive set of policies to
eliminate traffic fatalities and severe injuries while increasing safety. This includes safety
for all modes of transport including bicycle and pedestrian safety. Several of our
neighboring cities in the Bay area like San Jose, Sunnyvale, Mountain View have adopted
Vision Zero policy and in the process of developing/implementation of action plan.

Vision Zero is an excellent data driven strategy to increase safe, healthy and equitable
mobility for all residents and users of our city infrastructure. I thank the Commissions,
the City staff and management for recommending this item forward in the 21-22 City work
program. I request the City council to adopt this work item for our City work program.
2. Traffic Garden: The staff report incorrectly states that this item was recommended by
BPC. However, this item was not included in BPC recommended list (please see
Attachement C for items recommended by BPC). So, this should be corrected.
A presentation on Traffic Garden was made to BPC in December. Here is my assessment
based on that discussion. This is more of an educational value for children that are new
cyclists. It is more of "nice to have project" not an absolute must for our City. This would
be a capital intensive project that requires large land area and need ongoing programs and
maintenance (no cost estimates were provided). Ideally, such a project, if justified, should
be developed at the regional level with private public partnership. Our city cannot afford
such a program and it will be competing for capital funds and staff resources, while we
need to be implementing our Tier 1 projects in the master plans.

So I request the council to not include the Traffic Garden item to the city work program for
this year. Instead, the BPC recommended item "Building code assessment for facilities that
encourage bicycle commuting" from attachment C to be added to the work program.
