CC 12-12-05 CUPERJINO APPROVED MINUTES CUPERTINO CITY COUNCIL Regular Adjourned Meeting Monday, December 12, 2005 PLEDGE OF ALLEGIANCE At 6:55 p.m., Mayor Patrick called the meeting to order in the Community Hall Council Chamber, 10350 Torre Avenue, Cupertino. Council member Sandra James led the Pledge of Allegiance. ROLL CALL Present: Mayor Patrick Kwok, Vice-Mayor Richard Lowenthal, and Council members Sandra James, Dolly Sandoval, and Kris Wang. Absent: None. ELECTION RESULTS 1. Canvass of votes. The City Clerk announced that the Registrar of Voters of Santa Clara County had conducted the official canvass of returns of the election of November 8, 2005; that Measures A, B and C did not receive a majority of votes and did not pass; and that the three candidates who received the most votes for the position of City Council member were Patrick Kwok, Dolly Sandoval, and Orrin Mahoney. LowenthallJames moved to adopt Resolution No. 05-206. The motion carried unanimously. RECOGNITION OF OUTGOING COUNCIL MEMBER AND MAYOR 2. City Council comments. City Manager David Knapp presented Patrick Kwok with a plaque commemorating his service as mayor. Council member Richard Lowenthal presented Patrick Kwok with an engraved Cross Pen, and on behalf of the City Council, thanked him for his service to the community. Mayor Patrick Kwok presented Sandra James with a crystal mantel clock in recognition of her 16 years of public service, and thanked her on behalf of the City Council and the citizens of Cupertino December 12, 2005 Cupertino City Council Page 2 Council member Richard Lowenthal presented Sandra James with a framed collage of photographs of her participation at various community events. The plaque was engraved "To Sandy James, Cupertino Mayor and City Council member from 1997 to 2005, A Legacy of Leadership." Lowenthal highlighted the accomplishments that each of the photographs represented. The Cupertino City Channel showed a video retrospective of Sandra James' public service for the City of Cupertino. Mayor Patrick Kwok recognized the many dignitaries in the audience. Council members offered their thanks to Sandra James for her years of service, her dedication, and leadership, and they expressed their appreciation to Patrick Kwok for his work as mayor over the last year. City Manager David Knapp presented Sandra James with her Council nameplate in a frame. 2. Public comments. The following individuals thanked Patrick Kwok for his service as mayor over the last year, and remarked upon his accomplishments: · Liz Kniss, Chairperson, Santa Clara County Board of Supervisors, presented a proclamation · Santa Clara County Sheriff Laurie Smith · Steven Ting · Mavis Smith · Patti Kwok Nakamura and Karen Kwok Chen, Patrick Kwok's daughters The following individuals thanked Sandra James for her years of service to the community, and remarked upon her accomplishments: · Liz Kniss, Chairperson, Santa Clara County Board of Supervisors, presented a proclamation · Buu Thai, representing Assemblywoman Sally Lieber, and Hema Mohan, representing State Senator Joe Simitian, presented a State Assembly Resolution · . Chihua Wei, representing the Organization of Special Needs Children · Tom Jory · Michael Gottwald · Rich Robinson · Amber Lindsey, Sandra James' daughter · Kendall Pierson, Battalion 7, Santa Clara County Fire Department · Michael Foulkes, Cupertino Chamber of Commerce, presented a proclamation · Mark McKenna, Cupertino Chamber of Commerce · Santa Clara County Sheriff Laurie Smith December 12,2005 Cupertino City Council Page 3 · Steven Ting · Mavis Smith · Mary Ellen Chell · Ed Storm, of HunterlStorm Properties, announced that the new park across the street in the Town Center development would be named the Sandra James Park · Mike Rohde, Vallco Fashion Park · Donna Axelson · Hessam Moghtader OATH OF OFFICE 4. Newly-elected Council members take the Oath of Office. Santa Clara County Board of Supervisors Chairperson Liz Kniss gave the Oath of Office to Patrick Kwok. Superior Court Judge Rise Pishon gave the Oath of Office to Dolly Sandoval and Orrin Mahoney. ELECTION OF OFFICERS S. New Mayor and Vice-Mayor are elected. SandovallJames moved to elect Richard Lowenthal as Mayor for the next year. The motion carried unanimously. LowenthallSandoval moved to elect Kris Wang as Vice-Mayor for the next year. The motion carried unanimously. 6. New Mayor and Vice-Mayor take the Oath of Office. City Clerk Kimberly Smith gave the Oath of Office to Mayor Richard Lowenthal. Santa Clara County Board of Supervisors Chairperson Liz Kniss gave the Oath of Office to Vice-Mayor Kris Wang. RECOGNITION OF NEWLY-ELECTED MEMBERS AND OFFICERS 7. City Council comments. The council members welcomed new member Orrin Mahoney and re-elected members Dolly Sandoval and Patrick Kwok. The Council members introduced their family and friends in the audience. Vice-Mayor Richard Lowenthal gave his Vice-Mayor nameplate to Michael Gottwald in appreciation for Michael's support ofthe City Council. Chihua Wei and Michael Gottwald welcomed Orrin Mahoney and congratulated the new officers. Gene Wang, husband of Vice-Mayor Kris Wang, congratulated his wife and thanked the City Council for their dedication. ORAL COMMUNICATIONS - None ADJOURNMENT At 9:03 p.m. the meeting was adjourned, and the public was invited to attend a reception in the lobby.
