CALL MEETING TO ORDER
Chair Mohanty called the meeting to order at 7:04 pm

Commissioners Absent: None

APPROVAL OF MINUTES
1. Subject: Approve Minutes from the September 1, 2021, regular meeting.
Vice Chair Garg moved to approve the minutes from the September 1, 2021, regular
meeting. Commissioner Soundararajan second the Motion.
Motion passed.

This portion of the meeting is reserved for persons wishing to address the commission on
any matter not on the agenda. Speakers are limited to three (3) minutes a person. In most
cases, state law will prohibit the commission from making any decisions with respect to a
matter not listed on the agenda.

NEW BUSINESS
2. Subject: Senior Strategy Survey
Recreation Coordinator Amanda Hui presented a PowerPoint, titled Senior Resource
Availability Survey.
Ms. Hui relayed to the Commission the Survey is part of the City Council Work Program
FY2021‐22.
The focus areas are:
Technology
Housing

Transportation
Food Access
Physical and Mental Health
Furthermore, Ms. Hui relayed the city is seeking to determine needs and awareness of services.
The Survey will be distributed across City Facilities and Social Media Channels. Results will be
published across all platforms.
The Commission thanked Ms. Hui for the informative presentation.
3. Subject: Discuss Mandatory Knowbe4 Training with the City’s Infrastructure
Division
Toan Quach, IT Technician, presented a PowerPoint, titled Cybersecurity Training.
Mr. Quach provided the Commission a reference of 2021 Ransomware attacks.
After a brief review, Mr. Quach proceeded with reviewing Knowbe4’s portal.
The Commission thanked Mr. Quach for the Informative Presentation.
OLD BUSINESS
4. Review TICC FY22 Work Program
Mr. Mitchell provided an update:
Adaptive Traffic Signaling and Multimodal Traffic Count: The equipment has been installed,
configured, and operating. Mr. Mitchell relayed City Staff have received training. Staff is
currently doing an analysis of data.
The intersections involved are:
DeAnza & Mariani
DeAnza & 280N
DeAnza & 280S
DeAnza & Homestead
Climate Monitoring and Noise Measurement: City staff have retained Aclima, Inc. and
encumbered funds to obtain pollution readings from the past year.
Per Councils direction, Staff have solicited quotes for stationary monitors to obtain real time
data as well as noise specifically around Lehigh and Quarry. A vendor has been chosen to move
forward with contract negotiations. Staff are exploring locations for four sensors to measure
both air quality and noise levels to determine if there is an impact.

5. Discuss Commission Proposals for FY23 City Work Program
Chief Technology Officer Mitchell reviewed the City Work Program schedule with the
Commission.
Mr. Mitchell reviewed the Proposal recommendations for FY23.
Collectively the Commission recommended:
Rat and Gopher Abatement in the area surrounding Yamagami’s Nursery (in
Cupertino).
U‐Turn Traffic Signaling Improvements.
Post‐Covid Technology to assist Businesses and the Schools
Extend fiber optics by use of leased dark fiber (Fiber and Wireless Master Plan)
Traffic
Parks
Facilities
Vision Zero
Cyber Security and Fraud Prevention
Explore options for high‐speed Internet
AI powered bot (i.e. Chatbot)
Air Quality /Water Conservation
License Plate Recognition – Public Safety
Senior Center technology
The Commission concluded Proposal recommendations for FY23 City Work Program.
CTO Mitchell provided the FY23 Proposals scheduled and highlighted prioritizing
recommendations prior to recommending to Council.

Commissioner Du relayed the September Mayor’s was canceled.

The Commission reviewed the schedule for upcoming Mayors Meetings:
