CALL TO ORDER
Mayor Steven Scharf called meeting to order at 2:00 p.m.
ROLL CALL
Members: Chair Steven Scharf (Mayor), Bill Mitchell (Chief Technology Officer),
Carl Valdez (Service Center Superintendent), Ben Fu (Community Development
Director), Zack Korach (Finance Manager)
City Staff: Katy Nomura (Assistant to the City Manager), Bob Cascone (Emergency
Services Coordinator), Ken Ericksen (Citizen Corps Coordinator)
Santa Clara County Fire OEM: David Flamm
Santa Clara County Fire Community Education: None
Sheriff Office: Sgt. Jason Brown, Lt. Neil Valenzuela

ORAL COMMUNICATIONS

Jim Oberhofer-Commented on the approval of the Emergency Coordinator position
by the Council, mentioned there is a Citizen Corps resource available to Cupertino
OES to assist with upcoming annexes, items recommended from the PSPS events,
please contact him.

Recommended Action: Approve Minutes from August 15, 2019

2. Subject: Discussion regarding Disaster Service Worker-Volunteer Program
(DSW-VP)
Recommended Action: Discuss DSW-VP regulations and their application in
the City of Cupertino.
Bob C. Shared the differences between the DSW, DSW-VP, non-paid staff and
other City volunteers and the Disaster Council’s role with the DSW-VP.
3. Subject: Upcoming activities, trainings , and exercises for Cupertino Citizen
Corps.
Recommended Action: Approve the Citizen Corps Activity Calendar

4. Subject: Report on and discussion of the October 2019 PG&E Public Safety
Power Shutoff (PSPS) events
Recommended Action: Receive and discuss report of October 2019 PG&E
Public Safety Power Shutoff events by the City of Cupertino
Bob C. gave a verbal report and led a discussion with attendees

a. David Flamm, congratulated Cupertino on the approval of the
Emergency Coordinator position, gave verbal report about County
OEM activities and future positions, trainings

6. Subject: City of Cupertino OES
Recommended Action: Receive report by the City of Cupertino OES liaison
Received verbal report from Katy N. reported about the Emergency
Coordinator position approval by City Council and recruiting will begin in
January 2020. Discussed Emergency Services Coordinator Bob Cascone
introduction, application for the PSPS Grant, COOP status, Emergency
Cupertino Disaster Council Page 3
Communication Annex is being worked on by Bob C., EMPG monies for
equipment will be coming up, and potential UASI grant for Situational
Awareness.
7. Subject: Report by Citizen Corps
Recommended Action: Receive report by the Citizen Corps liaison
Received written report by Ken E., and Jim O., with highlights about Citizen
Corps reviewing their capabilities for process review, training, exercises,
recruiting and better sharing these capabilities with the City. Discussed
potential new Citizen corps volunteers, Medical Reserve Exercise summary
and the GMRS capability development within the Citizen Corps and Block
Leaders.
