SPECIAL MEETING
At 11:00 a.m., Mayor Darcy Paul called the Special City Council Meeting to order in
Community Hall Council Chamber, 10350 Torre Avenue, Cupertino, CA 95014.

Present: Mayor Darcy Paul, Vice Mayor Liang Chao, aiid Councilmembers Kitty Moore, Hung
Wei, and Jon Robert Willey. Absent: None.
OPEN SESSION
$: Recording of Panel Discussion on the Chinese Exclusion Act of 1882
Recommended Action: No Council action recommended at this time. City to record
live panel discussion to share as a public broadcast, expected for release in January
2022.
Mayor Paul introduced the item and explained tlie meeting format.
Prior to tlie panel discussion, there was a brief showing of an excerpt from a Public
Broadcasting Service (PBS) documentary on the Chinese Exclusion Act.
Parks and Recreation Vice Chair Minna Xu moderated the session.
The following people participated as panelists:
e Professor Gordon H. Chang, Senior Associate Vice Provost for Under Graduate
Education and the Olive H. Palmer Professor in Humanities, Stanford University
@ Connie Young Yu, writer, historian, and lecturer
e Edward Tepporn, Executive Director, Angel Islaiid Immigration Station

Moderator Xu opened the session for questions and answers and tlie following people
spoke.

Mayor Paul made concluding remarks.
Mayor Paul opened the public comment period and, seeing no one, closed the public
comment period.
The City recorded the live Panel Discussion on the Chinese Exclusion Act of 1882 to
share as a public broadcast, expected for release in January 2022. No Council action was
taken.
ADJOURNMENT
At 1:42 p.m., Mayor Paul adjourned the Special City Council Meeting.
