CALL TO ORDER
Chair Stanek called the meeting to order at 7:01 p.m. via remote teleconference.
ROLL CALL

Commissioners absent: None

APPROVAL OF MINUTES
1. Subject: Meeting Minutes for the November 4, 2021 Parks and Recreation
Commission Meeting
Recommended Action: Review and approve the minutes for the November 4, 2021
Parks and Recreation Commission meeting.
Chair Stanek amended the minutes to include the following:
1. City Council had two parts to their resolution in March 2021 for Rancho Rinconada.
Part A is not completed, to allow for engagement in long term planning of aquatic
facilities in the City.
2. Had asked Kevin Davis if the board would be willing to work with the City to find a
mutually beneficial path forward and Kevin confirmed.
Commissioner Kumarappan motioned to approve the minutes with the amended
language included. Commissioner Begur seconded. Motion passed unanimously.
POSTPONEMENTS

ORAL COMMUNICATIONS
Lisa Warren, Cupertino Resident, inquired about the Lawrence Mitty project and asked
the Commission to help move the project forward.
WRITTEN COMMUNICATIONS
Eleven written communications were sent to the Commission for item number 2 on the
agenda and will be included for the record.

NEW BUSINESS
2. Subject: Commission Proposals for the Fiscal Year 2022-2023 City Work Program
Recommended Action: Provide a list of proposed items for the Fiscal Year 2022-2023
City Work Program, identifying the top three proposals, limited to no more than five.
Joanne Magrini, Director of Parks and Recreation, presented on this item.
Louise Saadati, Cupertino Resident, spoke about future DOLAs, specifically a little dog
DOLA at Linda Vista Park. Mentioned other possible DOLAs at Hoover, Creekside, and
Memorial Park. Requested future DOLAs as a high priority project for FY 2022-2023.
Deepa Mahendraker, Cupertino Resident, supported more DOLAs in the City,
including Hoover and Memorial Park and asked the Commission to add this item to
their workplan for next fiscal year.
Chair Stanek announced the eleven written communications submitted to the
Commission that are in support of additional DOLAs as a work program proposal.
The Commission suggested and discussed their work program proposals.
Commissioner Kumarappan proposed DOLAs expansion, Mental Health, and a project
to collaborate with CUSD and FUHSD students such as the Labyrinth project.
Commissioner Begur proposed creation of a basketball court, DOLAs expansion,
incorporation of Nature Play in parks. Commissioner Tambe proposed creation of a
meditation and healing garden to support Mental Health, the long-term strategic plan,
to formalize a partnership with West Valley Community Services to provide programs
to serve impacted residents, to create a dashboard or list with the status of all projects
being worked on by the Commission and Parks and Recreation Department, and to
create a partnership with Deep Cliff Golf Course. Vice Chair Xu proposed the
incorporation recreational opportunities for older teens, adults, and seniors at parks,
such as Nature Play or to support Mental Health. Chair Stanek proposed the DOLAs
expansion, a Labyrinth or similar project, and reviewing the Field Use Agreement at
Regnart Elementary and the transition as the school closes.
The Commission voted to narrow down the proposed projects and continued the
discussion. Commissioner Begur and Commissioner Tambe requested more
information from staff on the list, including the estimated total staff time that could be
involved and the time duration that could be associated with each project.
The Commission narrowed down the potential projects to the following:
- Enable Additional DOLA Locations
- Mental Health/Partnerships with WVCS
- Labyrinth Program or Similar
- Long Term Strategic Plan
- Field Use Agreement of Regnart Elementary
This item will be continued at the next Commission meeting.
3. Subject: Consider Canceling the January 2022 Parks and Recreation Commission
Meeting
Recommended Action: Discuss and cancel the January 2022 Parks and Recreation
Commission Meeting
Joanne informed the Commission about the upcoming holiday closure and suggested
having a special meeting instead in the middle or end of January. The Commission
agreed with the suggestion.
STAFF AND COMMISSION REPORTS
4. Subject: Monthly Update Reports.
Recommended Action: Receive monthly update reports from the Director of Parks and
Recreation and Commissioners.
Joanne provided the Director's update. Vice Chair Xu had attended the Mayor's
meeting and shared the following:
- Library Commission: encouraged residents to donate to the Library Expansion
Project and the donor wall.
- Bicycle Pedestrian Commission: suggested getting other Commissions, school
groups, or small organizations such as homeowners to be involved in a bike
related project or trail project.
COMMISSIONER ATTENDANCE AT UPCOMING MEETINGS AND EVENTS
Commissioners to attend the upcoming Mayor's meetings as follows:
- December 8: Commissioner Tambe
FUTURE AGENDA SETTING
Chair Stanek reviewed the upcoming items for the January special meeting:
- FY 2022-2023 Work Program Proposals
- Presentation from the Youth Activity Board
After confirming the logistics, Staff will poll and coordinate with the Commission to
determine the special meeting date for January.
ADJOURNMENT
Chair Stanek adjourned the meeting at 10:08 p.m. to the February 3, 2022 meeting at
7:00 p.m.

athletic dogs who can inadvertently run over and injure our little dogs who can range from 5 to 35 pounds but who
average 10-15 pounds. We are not asking for a fence. Our cost impact to Cupertino is nil.
We have been waiting since 2019 for the possibility of forming a small dog DOLA for our little precious dogs.

I belong to a group of little dog owners (dogs under 35 pounds) who have been wanting to form a DOLA for Little Dogs at
Linda Vista Park. We are a growing group of little dog owners (over 60 of us).
Jollyman DOLA, Cupertino's first ongoing DOLA, serves primarily large dogs over 40 pounds. There is no fence there to
separate little dogs from the bigger dogs. Little dog owners are afraid bring their dogs to JM DOLA.
Little dogs at Linda Vista would not need fencing if they had a Little Dog DOLA at Linda Vista. They would be safe from
larger, stronger more athletic dogs who can inadvertently run over and injure our little dogs who can range from 5 to 35
pounds but who average 10-15 pounds.
Little dogs need a safe little dog DOLA.
Little dogs would not be intimidating to Linda Vista Park users. They are rather cute. We will be petitioning the
surrounding area around Linda Vista.
We are not asking for a fence at Linda Vista. Our cost impact to Cupertino is nil.
We have been waiting since 2019 for the possibility of forming a small dog DOLA that is safe for our little more delicate
dogs to play off leash.
