I am Louise Saadati, one of the main leaders in the DOLA Leadership Group. Our DOLA Leadership represents over 300 dogs and 500 people, and 6 different dog groups and
growing in Cupertino
Though more DOLAS have been on the city work plan for the previous 2 years, NO new DOLAs have been started since 2019.
In the March 8, 2022 meeting staff addendum C, Item 54, the city staff have inserted “an additional year of Jollyman DOLA observation by the City to occur BEFORE more
DOLA trials can start”
This was NEVER discussed with the Jollyman DOLA leadership in the many meetings we had with the Parks and Recreation Director, Parks and Recreation Commission,
nor the former Interim City Manager, Greg Larson! The Parks and Recreation Commission NEVER recommended nor approved this.
This additional at least one more year of city staff time and resources observing Jollyman DOLA also CONTRADICTS the CITY COUNCIL prioritisation of more DOLAS for the last
two years and the current recommendation of priority number 1 from Parks & Recreation.
Jollyman DOLA has been observed since October 2019; its extensive 3 year trial was a success and it is now successfully on-going.
Instead of city staff observing Jollyman DOLA for at least another fourth year from 2019-2023, the city staff could use the city resources to actually start more DOLA trials.
We in the DOLA community have already organized four trial DOLAs and are ready to start trials on them in the following order to begin:

If the city staff would accept our help, it would significantly decrease use of city staff resources and facilitate prompt, efficient and successful DOLA trials.
Linda Vista Park Dog Group is first among our recommendations for DOLA trial because it is the most organized group with over 78 dogs and 150 people and growing.
During the recent City Goals Survey 35 Linda Vista DOLA users submitted surveys stating “more DOLAs” never stating “Linda Vista”. We had misunderstood the survey
was asking about the general category of more DOLAs. If we had been told that specific park names needed to be stated, then all 35 of the Linda Vista Park surveys would
have stated “Linda Vista Park” instead of just more DOLAS. Therefore a correct Sub-topics graph would show:

Instead of using staff resources to observe Jollyman DOLA needlessly for a FOURTH YEAR to attend meetings and sending emails resisting more DOLAS, that same staff
time and resources could be well used INSTEAD to working WITH the community to:
1.
start 2 DOLA trials in July, 2022 and then
2.
start 2 more DOLA trials in January 2023.
Please vote to give a higher priority to more DOLAs. Instead of the previous low priority of 29th out of 30 projects, more DOLAs should be given a higher priority closer to the 4/30
Senior Strategy achieved. A large part of our DOLA users are seniors. Everyone’s mental, physical health and well being in the DOLA is tremendously improved by being amongst
playful, happy dogs, fresh air, nature and the very friendly DOLA community.
Instead of isolation and depression, DOLA users feel happy, refreshed and connected to community.
We in the DOLA community successfully performed 85% of the organization, data collection, self-regulation and are STILL collecting data daily at our successful Jollyman DOLA.
Delaying starting new DOLA trials will just increase community frustration with a THIRD year of no new DOLA trials.
Starting new DOLA trials at the beginning of the 2022-2023 fiscal year with acceptance of the DOLA leadership and community help, with its experience and proven success at
Jollyman DOLA, will help to take this RELATIVELY SMALL ITEM already prepared by the local community into an ACHIEVED STATUS..
Whereby more DOLAs will not need to be needlessly brought up to our very busy council year after year after year.

I have lived in Monta Vista since 1974. I live 4 blocks from Monta Vista Park and have always owned dogs during
these years and currently use the park twice daily for my 15-year old Shitzu and 5-year old Golden Doodle who is
a registered trained service dog for my wife. Since he is a working dog, the park gives him and myself a chance to
take a mental break and get outside and enjoy the outdoors in the company of other dog owners. This gives me a
sense of community and is excellent for everyones’s mental health.
Many of us have tried going to other parks such as Jollyman, but besides being inconvenient for our neighborhood it
adds to the load usage for those parks. The majority of dog owners that congregate at Monta Vista Park are in
close enough to walk to the park on a daily basis. For that reason a DOLA for Monta Vista Park is needed and
has been needed for years. I respectfully ask the members of this council to please make starting more DOLAs to be
a higher priority in the 2022-2023 city work plan. Please take this into consideration for future enhancements of our
neighborhood parks. Thank you.

Good evening, Mayor Paul and council members,
My name is Jean Bedord and I am a long time Cupertino resident.
I would like to commend Kristina and the staff for an excellent financialreport and the ongoing commitment to responsible financial reporting forthe city.
I am questioning an expenditure on page 16 of this report under the CityManager Discretionary Fund for $2,400. In checking the PayablesRegister, this line item references an op-ed piece. The only op-ed I’maware is a Letter to the Editor by Mayor Darcy Paul in the Mercury
News on Dec. 9, 2021.
My first question concerns the charge itself. I’ve never had to pay for anewspaper op-ed. In particular, the Mercury News has never chargedme or other residents I know for their Letters to the Editor.
The second question is the charge to City Manager Discretionary Fund.Cupertino had an interim city manager during this time period. As far asI know, he did not do an op-ed. If this op-ed piece was by Mayor Paul,shouldn’t it be charged to the Mayor’ s Fund which has availablemoney?
The City Manager Discretionary Fund is only $75,000 which is quiteinadequate for a city with the adopted budget of $148 million. Who isspending this miniscule budget, since it’s not the city manager?
Please investigate and transfer to the appropriate budget.

Honorable Mayor Darcy Paul and Council Members;
Companies and visitors coming to California would love to know more about our city.
Cupertino is known worldwide thanks to Apple. Many International travelers wish to come to
Cupertino. Some will want to hear more about the story of Apple and see from a distance the
spaceship from Apple, visit and stay in our city and spend money at the same time and be able
to purchase memorabilia from our City as well. Many will come and visit our wineries as well.
Cupertino is known to be the real Silicon Valley.
As a Hotelier, I always sell our city as a destination. Japan, Brazil, and European countries,
including US domestic travelers would love to visit our city. There is a demand for up to 7
days stay in our city (combined with San Francisco), but nobody knows who to contact, what
to do, where to go, where to stay, where to eat. No guidance. Most do not even know
Cupertino possess some of the best wineries in our own city either.
It is quite simple; we are underrepresented as a City. The visitor center can fix that. The visitor
center would indicate to anyone outside our City that Cupertino is welcoming everyone.
A visitor center is crucial and is desperately needed in our City.
Visit Gilroy, located 39 miles away from Cupertino have the best Visitor Center one city can
possess. The Chamber of commerce of Gilroy work hand in hand with the Visitor center and
the City. Together, they create a powerful tool. Gilroy is no exception, same as thousands of
cities around the United states and the world. We are just one of the only remaining cities in
the world that does not have one.
A visitor center equals a healthy city.
Once open, the visitor center will be able to provide information such as :
where to shop.
where to eat.
where to stay (for individual or convention stays).
provide information about wineries.
where to play golf.
buy some Cupertino-silicon valley memorabilia
provide information as to what to do in our city to leisure companies or businesses
looking to do events in our City.
and so much more....
As the real capital of Silicon Valley, we have an opportunity to create a visitor center that our
resident will be proud of. This Visitor center is truly a liaison between all of what Cupertino
has to offer & the rest of the world,
I urge the City council to please create the Visitor Center. Attach please find information we
have regrouped for you.
