TELECONFERENCE / PUBLIC PARTICIPATION INFORMATION TO HELP STOP THE
SPREAD OF COVID-19
In accordance with Government Code 54953(e), this will be a teleconference meeting
without a physical location to help stop the spread of COVID-19.
Members of the public wishing comment on an item on the agenda may do so in the
following ways:
1) E-mail comments by 8:00 a.m. on Thursday, November 17 to the Council at
oem@cupertino.org. These e-mail comments will be received by the council members
before the meeting and posted to the City’s website after the meeting.
2) E-mail comments during the times for public comment during the meeting to the
Council at oem@cupertino.org. The staff liaison will read the emails into the record, and
display any attachments on the screen, for up to 3 minutes (subject to the Chair’s discretion
to shorten time for public comments). Members of the public that wish to share a document
must email oem@cupertino.org prior to speaking.
3) Teleconferencing Instructions
Members of the public may observe the teleconference meeting or provide oral public
comments as follows:
Oral public comments will be accepted during the teleconference meeting. Comments may
be made during “oral communications” for matters not on the agenda, and during the
public comment period for each agenda item.

CALL TO ORDER
Chair Greg Larson called to order the meeting of the Cupertino Disaster Council at
approximately 2:02 p.m. on Thursday, November 18, 2021 via teleconference.

Recommended Action: Approve minutes from August 19, 2021
Director Roger Lee motioned to approve the minutes for the August 19, 2021 meeting; Vice Chair
Councilmember Wei seconded the motion. Ayes: Alfaro, Fu, Magrini, Wei, and Larson. Noes: None.

ORAL COMMUNICATIONS
Chair City Manager Greg Larson announced that the November 18, 2021 meeting will be his last
Disaster Council meeting. Chair Larson gave thanks to the community.
Director Roger Lee announced that the November 18, 2021 meeting will be his last Disaster Council
meeting. Director Lee thanked the community and provided comment on the growth of disaster
coordination in Cupertino.

2. Subject: COVID-19 Report
Recommended Action: Receive report on COVID-19 response and recovery
Thomas Chin, Emergency Manager, delivered an update on COVID-9 response and recovery including
data and coordination with the County of Santa Clara. Thomas Chin provided an update on the face
covering mandate in Santa Clara County and the reopening plans for the City of Cupertino.
Disaster Council members asked clarifying questions and discussed the situation.
Members of the public were present, but none offered any questions or concerns.

3. Subject: Winter Weather Outlook
Recommended Action: Receive a report on the Winter Weather Outlook from the National
Weather Service
Thomas Chin, Emergency Manager, introduced Brian Garcia, Warning Coordination Meteorologist from
the National Weather Service.
Brian Garcia presented the National Weather Service Winter Outlook 2021/2022. The presentation
included a review of the previous winter, the current drought, winter outlook, and tools to use during
weather events.
Disaster Council members asked clarifying questions.

4. Subject: Report by the Santa Clara County Fire Department

Recommended Action: Receive report by the Santa Clara County Fire Department
liaison
a. Thomas Chin introduced Deputy Director Darrell Ray, Santa Clara County Office of Emergency
Management. Deputy Director Ray provided an update on emergency management activities including
training, planning, and response. Deputy Director Ray described the Hazard Mitigation Grant program,
Countywide emergency planning, and emergency operations center readiness.
Disaster Council members asked clarifying questions.
b. Gracie Hernandez, Community Education Specialist, Santa Clara County Fire Department provided a
report on available training programs. The classes include the Spanish Listos Program and a new
Mandarin readiness program. Gracie announced a new hybrid Community Emergency Response Team
(CERT) academy in February 2022 and September 2022.
Disaster Council members asked clarifying questions.
5. Subject: City of Cupertino Office of Emergency Management
Recommended Action: Receive report by the City of Cupertino OES liaison
Thomas Chin delivered a report on current activities within the City for disaster response. Thomas Chin
described a grant submission for Civic Center Microgrid under Hazard Mitigation Grant Program that is
now in review by FEMA. Thomas Chin gave an estimated timeline of six to nine months for review.
Thomas Chin further detailed events including Emergency Operations Center Training and the Public
Safety Forum on October 21, 2021.
Disaster Council members asked clarifying questions.
6. Subject: Report by Citizen Corps
Recommended Action: Receive report by the Citizen Corps liaison
Jim Oberhofer, Cupertino Amateur Radio Emergency Services (CARES) volunteer, provided an update on
Cupertino Citizen Corps activities, exercises, and planning. Jim including the additional programs of
Block Leaders and Neighborhood Watch.

Jim Oberhofer, provide a specific update on Citizen Corps activities including exercises and training. Jim
further detailed the ARK open houses, Medical Reserve Corps activites, and future exercises in
partnership with the Santa Clara County Fire Department.
