The minutes of the January 21, 2021 were approved as written

legislation

2. Subject: Election of Chair, Vice Chair and Secretary
Recommended Action: Elect a Chair and Vice Chair of the Environmental Review
Committee
The Committee elected to retain Chair Moore and Vice Chair Mosley in their current positions.

3. Subject: A review of the scope of the Environmental Review Committee (ERC) in
Cupertino
Recommended Action: Review analysis of the scope of the ERC in Cupertino, provide
any input, and consider providing a recommendation to Council on the revision of the
scope of the ERC
The Committee provided the following recommendations to Staff regarding the scope of the
Environmental Review Committee:
1) Staff recommended to roll the development entitlement aspect of the ERC’s review duties to
the Planning Commission, either dissolving the ERC or changing scope;
2) The Chair recommended expanding the ERC’s scope to act in an advocacy capacity and
provide education/engagement; and
3) Staff recommended to consider changing the composition of the ERC to remove staff and
potentially structure it as a subcommittee of Council.
