Dear Jennifer,
BKF Engineers welcomes the opportunity to submit this proposal for staff augmentation services for the City of
Cupertino. As discussed, below is an outline of our scope of services.
• Provide one full time BKF staff member for staff augmentation. The BKF staff member is Alex Torres.
• The duration for the staff augmentation services will initially be 3-4 months, but could be extended if
mutually agreed upon.
• Alex Torres is a Project Engineer at BKF with a 2023 billing rate of $186/hr. This will be the billing rate used
for the staff augmentation services for this year.
• Alex will work at City Hall or remotely as agreed to by the City.
• Services will be performed under our Civil Engineering Consultant Services contract awarded in November
2021 through an executed Service Order to be issued by the City.
• Staff augmentation services may include, but not limited to, assisting the Public Works Department to
review planning & building permit applications, generate plan check comments, communicate directly
with project applicants throughout the permitting process, assess and collect City fees & bonds .
• In the event BKF or any employee, agent, or subcontractor of BKF providing services under this Service
Order is determined by a court of competent jurisdiction or the California Public Employees Retirement
System (“PERS”) to be eligible for enrollment in PERS as an employee of the City, BKF shall indemnify,
defend, and hold harmless the City for the payment of any employee and/or employer contributions for
PERS benefits on behalf of BKF or its employees, agents, or subcontractors, as well as for the payme nt of
any penalties and interest on such contributions, which would otherwise be the responsibility of the City,
and actual attorney’s fees incurred by the City in connection with the above.
• BKF will lease a City supplied laptop for the duration of the contract for $100 per month. Alex will
conduct all City related tasks necessitating Cupertino network access on this leased device.
