Said Certificate shall be subject to the approval of City's Director of Administrative Services. Non-Discrimination: No discrimination shall be made in the employment of persons under this Agreement because of the race, color, national origin, ancestry, religion or sex of such person. Interest of Contractor: It is understood and agreed that this Agreement is not a contract of employment in the sense that the relationship of master and servant exists between City and undersigned. At all times, Contractor shall be deemed to be an independent contractor and Contractor is not authorized to bind the City to any contracts or other obligations in executing this agreement. Contractor certifies that no one who has or will have any financial interest under this Agreement is an officer or employee of City. Changes: This Agreement shall not be assigned or transferred witholat the written consent of the City. No changes or variations of any kind are authorized without the written consent of the City. City Traffic Engineer City of Cupertino 10300 Torre Avenue Cupertino, CA 95014 Subject: Flint Center Events and De Anza College Quarter Rush Signal Timings Dear Ray: We are pleased to present this proposal to conduct traffic engineering services for the City of Cupertino in conjunction with the Flint Center and the De Anza College. We have prepared this Scope of Work based on our discussions with you on your needs for professional traffic engineering services. The Flint Center, located just east of State Route 85, hosts several events each week. Between 800 to 2300 people attend an event at the Flint Center. Most of these events occur in the evenings, after the PM peak period. Due to the close proximity of the Flint Center to the SR-85 ramps, vehicles destined to the Flint Center often queue at the SR-85 ramps and along Stevens Creek Boulevard. It is our underst~mding that new timing plans for special events at the Flint Center and the quarter rush at De- Anza College will be developed as part of this project. SCOPE OF WORK The scope of work below outlines in detail our proposed work plan to conduct the project. Task 1: Data Collection To evaluate the operations of the study intersections, DKS will collect traffic volume data (turning movement count) at the four study iintersections. The intersection turning movement counts will be collected manually at the following intersections: • Stevens Creek Boulevard/SR-85 Southbound ramp • Stevens Creek Boulevard/SR-85 Northbound ramp • Stevens Creek Boulevard/Mary Avenue • Stevens Creek Boulevard/Stelling Road Mr. Raymond Chong, P.E. City of Cupertino September 20, 2000 Page 2 The intersection turning movement counts ~~vill be conducted before and through the start of an event, and before and through the concl~.~sion of the same event. This count data will be collected for up to three different sizes of events. In addition, we will collect turning movement counts during the morning peak period on the first day of the Fall quarter of classes at the De Anza College. The dates of the three events for which counts will be conducted has not been determined at this ~~oint but will be determined in consultation with Flint Center and City staff. DKS also plans to collect 24-hour mechanical mid-block counts at up to five locations during the days intersection turning movement counts will be conducted. Tube counts will be placed at the garage entrances for at least one 24-hour period. These mechanical count information will 1-elp determine the event plan introduction time. The counts from the mechanical counts will. be graphed so that the various traffic levels can be readily identified. The locations of the mechanical counts will be determined. Task 2: Traffic Signal Re-Timing This task consists of the development and implementation of new signal timings for the four signals along the study corridor. We will develop coordinated signal timing plans for all identified signals. We will use Synchro and SimTraffic to develop the event signal timings. The timing plans will specify the cycle length, phase split, off;;et, phase sequence, and other parameters that the local system allows to be changed on a timi~ag plan basis. We will specify the times of each specific day that the event signal timings will need to be in effect to accommodate specific sizes of events at the Flint Center. In addition, we will review existing parameters such as pedestrian crossing times and other volume-density settings where they are used to help improve the corridor's efficiency. All timing plans presented for review will be fine-tuned in the software, and not just raw output from optimization models. -The event plans will consist of multiple plans targeted at certain attendance projections for the Flint Center. Out initial data collection efforts will focus on the following event sizes: • De Anza College Quarter Rush • ,Event Plans for expected attendance of 1000 or less • Event Plans for expected attendance between 1000 and 1800 • Event Plans for expected attendance over 1800 Based on feedback from the Flint Center and City staff, the variations in attendance figures for the events will be modified to better accommodate the different types of events. DKS will submit draft timing plans to the City of Cupertino for review. This submittal will document the expected operation of the sip;nals using time-space diagrams, time-location diagrams, ad measures of effectiveness reports created by the simulation models. We will meet with the City to discuss the comments a~1d modify the plans as needed. Mr. Raymond Chong, P.E. City of Cupertino September 20, 2000 Page 3 DKS will assist the City in implementing and fine-tuning the new coordinated signal timing plans for each signal. This work will include: • Entering the new timings into the Street~'Vise database; • Setting the parameters for automatic implementation of the timings; • Conducting field observations to fine-twee the timings during each of the four event plans developed; • Making adjustments to the signal system database based on changed determined during the field observations. DKS staff will be present during timing pl<<n implementation for fine-tuning. It is assumed that the City will take the lead on the timing implement into the Streetwise database. Deliverables: Traffic signal timing sheets ready for implementation. Final implemented and fine-tuned event signal timings and evaluation of implemented timing plans. FEE Our fee to perform the services described above is $15,800. The services will be conducted on a time and materials basis in accordance with our standard hourly billing rates. This fee is based upon the Scope of Work described above and includes all direct expenses and administrative support. SCHEDULE DKS will provide a draft of the proposed signal timings with time-space diagrams within four weeks of receipt of the traffic counts. Final. timings will be submitted, including time-space diagrams, within two weeks of receipt of comments on the draft signal timings.
