09-103 Eden Council for Hope & OpportunityFIRST AMENDMENT TO COMMUNITY DEVELOPMENT BLOCK GRANT CITY/PUBLIC SER`JICE CONTRACT The First Amendment to Contract is entered into between Eden Council for Hope and Opportunity (CORPORATION) and the City of Cupertino (CITY) to amend the Contract entered into pursuant to the Catalog of Federal Domestic Assistance for allocation and disbursement of Community Development Block Grant (CDBG) funds to Corporation dated Apr 15, 2008 (CONTRACT). WHEREAS, the CITY has applied for and received the FY 2009 funding allocation for CDBG funds from the United States Department of Housing and Urban Development; and WHEREAS, the City Council authorized the City Manager. execute amendments with organizations as needed to implement the FY 200' allocation of CDBG funds; and WHEREAS, the parties wish to enter into this amendment to increase CORPORATION's CDBG entitlement, extend the term of the CONTRACT, revise the Project Description, Implementation Time Schedule and Project Budget; THEREFORE, the parties agree as follows: 1. Section I, entitled "Project," is revised to read as follows: "CITY agrees to allocate a portion of its ciurent CDBG entitlement, as defined in CFR 570 Subpart J, "Grant Administration," to CORPORATION as a subrecipient for eligible public service activities, in the sum of Eight Thousand Six Hundred Eighteen Dollars and No Cents ($8,618.00). for the purpose of implementing the CORI?ORATION'S project, as more particularly described in numerous exhibits as noted h~:rein, attached to this First Amendment. 2. Section II, entitled "Term," Parts A & B al•e revised to provide a contract end date of June 30, 2010. 3. Under federal and state laws, it is illegal to deny housing to a person based on race, color, creed, gender, sexual orientation, national origin, age, marital status, familial status, disability, or any other arbitrary reason. As a result of MCFH's educational and outreach efforts, residents and hou:~ing providers will become more informed of their rights, responsibilities, and legal protections from discrimination. MCFH will provide the following services: (1) Conduct an owner/manager training; (2) Conduct 3 fair housing presentations; (3) Distribute 1,000 brochures at public locations, such as libraries, community centers, government offices, etc; (4) Conduct mass outreach to the Tri-County Apartment Associatic-n membership; (5) Conduct a Fair Housing Month activity; (6) Broadcast 80 public service announcements over local radio and television; (7) Provide information & referrals to inquiries regarding discrimination & landlord/tenant issues, & availability of housing to 15 households; (8) Provide information, irivestigation, counseling, lega{ referral, & follow-up services, as appropriate, to 10 persons with allegations of illegal discrimination; (9) Conduct a targeted fair housing audit of 5 properties to determine levels ~~f illegal discrimination and offer training where discrimination is suspected; (10) Recruit, train, and maintain adequate pool of trained testers and conduct 2 tester trainings; (11) Attendance at 4 fair housing collab~xative meetings.
