SUBJECT: TREE REMOVAL PERMIT A�,TION LETTER - Application TR-2010-20:
This letter confirms the decision of tr e Director of Community Development,
given on August 2, 2010, approving a fi�ee removal permit to remove and replace
one (1) Blue Atlas Cedar tree, locatecl at 829 Rose Blossom Drive, with the
following conditions:
1. APPROVED PROTECT
The approval is based on the ��rborist report prepared by Ian Geddes,
ASCA, Registered Consulting ��rborist #308, dated May 8th, 2010 (this
report is available upon request; pertaining to the Blue Atlas Cedar tree,
except as may be amended by cor.ditions in this resolution.
2. TREE REPLACEMENTS
The applicant shall be require�i to plant one (1) 36-inch box size in
accordance with the City's Protected Trees Ordinance. The required
replacement trees shall be plante � within 15 days of the effective approval
date of this tree removal permit.
3. NOTICE OF FEES, DEDICA'TIONS, RESERVATIONS OR OTHER
EXACTIONS
The Conditions of Project Appr��val set forth herein may include certain
fees, dedication requirements, reservation requirements, and other
exactions. Pursuant to Gover�unent Code Section 66020(d) (1), these
Conditions constitute written notice of a statement of the amount of such
fees, and a description of the ded ications, reservations, and other exactions.
You are hereby further notified i hat the 90-day approval period in which
you may protest these fees, dedi�:ations, reservations, and other exactions,
pursuant to Government Code S�ction 66020(a), has begun. If you fail to
file a protest within this 90-c.ay period complying with all of the
requirements of Section 66020, you will be legally barred from later
challenging such exactions.
Staff has made the findings necessary to grant the tree removal permit in
accordance with Section 14.18.180 of the Protected Trees Ordinance.

Dear Mr. Garrity,
Thank you for the opportunity to becon e involved in this tree related issue.
Pursuant to my meeting with Natalie frc m your office at the above referenced
address on April 22nd and inspecting the subject tree, I report as follows:
Your clients are the owners of one semi- mature Blue Altas Cedar (Cedrus atlantica
`Glauca ) that grows in a raised ivy-cove �ed planter, just beyond the privacy fence
bordering Lily Avenue, at the north of th e property.
The tree presently measures 23 inches i 1 diameter, achieves a height of almost 45
feet and has a canopy spread approachirig 40 feet.
From a physiological standpoint the treE seems to enjoy a good state of wellbeing.
Needle density, size, color all appear normal, and annual shoot extension is within
expected parameters for the species, its relatively young age and its geographical
location.
From a structural standpoint, the tree is somewhat compromised insofar as safe
long-term development is concerned. It lias unfortunate multiple, natural structural
faults with regard to its scaffold limb system, which are likely to lead to major limb
failure at some future point if the tree is �llowed to remain in the landscape.
Specifically these faults arise from the arrangement and attachment of much if the �
scaffold limb system. Most of the crown limb arrangement appears and grows from
a common point on the trunk (this is likely a result of shoot competition following
the loss of an apical bud or shoot at a very young age), and compounding matters
these limbs have a narrow point of attacltment.

This type of arrangement does not allov� for expansion in limb girth and leads to
branches that be�in to touch and then begin a relentless push against one another,
frequently leading to failure at the point of attachment Ideally, trees with
equidistantly spaced limbs, with wide a�lgles of attachment up the trunk are
considered the strongest. Such is not thE� case with this particular tree, and
competition for space within the canoP3� will be a long-term problem.
The tree grows in a restricted planter strip between the city sidewalk and the
swimming pool in the rear yard, with th e developing canopy actually overhanging
the pool on one side and enguifing �the c: "ry streetlig�t on ihe other. T1�e tree is aiso
making its presence known underground by beginning to lift and displace the
concrete sidewalk, creating a trip hazarci. The concrete pool apron is also being
damaged through root development. It is also beginning to push and displace the
privacy fence.
As previously mentioned the tree can be considered as semi-mature in terms of its
natural development It is likely in the rE�gion of 30 to 40 years old, and has the
genetic potential to allow growth to corr:inue for through many decades. At maturity
heights in excess of 100 feet with simila�• canopy spreads can be expected. Naturally
the roots will develop along similar line:;. Mostly regarded as a large park or forest
tree they are ill suited for restrictive urb an plantings.
Considering the above circumstances, the tree can be considered a seriously
misplaced horticultural specimen which will only cause escalating damage and
liability for its owners.
It is my professional opinion that this trE�e be removed and replaced with a more
suitable species.
