APPROVED PROTECT The approval is based on the Arborist re port prepared by David Babby of Arbor Resources, Registered Consulting Arborist #399, d�ited July 2, 2010 except as may be amended by conditions in this resolution. 2. TREE REPLACEMENTS The applicant shall be required to plant three (3) 36-inch box size Coast Live Oaks (Quercus Agrifolia), one (1) 36-inch box size Coast I:edwood (Sequoia sempivirens "soquel"), and six (6) 24-inch box size Coast Redwood (Sequoia sempivirens "soquel") in the locations identified on the attached plans. In the event that these trees die or are removed, they shall be replaced with the same size tree or in accordance with 1 he requirements of the Protected Tree Ordinance as deemed appropriate by the Director of Co�nmunity Development. 3. NOTICE OF FEES, DEDICATIONS, RESE]ZVATIONS OR OTHER EXACTIONS The Conditions of Project Approval set forth herein may include certain fees, dedication requirements, reservation requirements, and other exactions. Pursuant to Government Code Section 66020(d) (1), these Conditions con:;titute written notice of a statement of the amount of such fees, and a description of the dedic�ations, reservations, and other exactions. Specific tasks perfarm�d for my review are as follows: ■ Identify trees presented within this r�port. ■ Measure each tree's trunk diameter at 54 inches above grade or where appropriate to obtain the most representative sainple of trunk size; diameters are rounded to the nearest half of an inch. They are sequentially numbered as 1 thru 7, and include five coast redwoods (#1, 3, 4, 6 and 7), one camFhor (#2) and one blackwood acacia (#:�). Specific data recorded for each tree can be� viewed in E�hibit A (Tree Irrventory Tablej. Also, their locations are presented on the site map in Ezhibit B, and photographs are provided in Exhibit C. Pursuant to Section 14.18.035(C) of the Ci1y Code, the seven inventoried trees are defined as "protected trees." Trees #1 thru 4 are also regarded as "st reet trees" and regulated pursuant to Chapter 14.12 of the City Code due to being locatecl within the public right-of-way (along Clifford Drive). The trunks of all others are situated within the property boundary. On lot 3, there is a tree identified on the �lans as a 6" pine. This tree is a healthy and seemingly stable blue spruce with a six-inc:l trunk diameter and canopy spread of ten feet. It is situated in very close proximity to tl-e proposed home and will require removal to accommodate construction. At the south end of lot 2, the plans identiiy two oaks (5" and 8"}. These trees are fruit trees and not oaks. Babby, Registered Consulting Arborist July 2, 2010 3.0 SUITABILITY FOI� TREE PRESERVATION Each inventoried tree has been assigned eitt er a"high," "moderate" or "low" suitability for preservation rating as a means to cumiilatively measure their physiological health, structural integrity, anticipated life span, Ic cation, size and specie type. A description of these ratings is presented below. High: Applies to none of the trees. These trees have a high potential of provi ding long-term contribution to the site. They have seemingly stable structures and appear in overall good health. Moderate: Applies to trees #1, 2, 3, 4 and 7. These trees contribute to the site, but not seemingly at significant levels. Their longevity and contribution is less than those of higr suitability, and more frequent care is needed during their remaining life span. For trees #1, 3 and 7(redwoods), this mod�rate rating applies only if ineasures to mitigate the potential risk associated with their multi-trunk growth can be initiated, such as reducing the height of one or more trunks, as well <<s installation (and periodic inspection, such as every year or two) of support cables; absenl of these measures being employed, they would be more accurately rated as a low or low to moderate suitability. For tree #4 (redwood), in the event that signs were identified to itidicate it has partially uprooted, it would be assigned a strong low suitability for preserv �tion. Low: Applies to trees #5 and 6. Babby, Registered Consulting Arborist July 2, 2010 4.0 REVIEW OF POl'ENTIAL TREE IMPACTS 4.1 Tree Removals The proposed plans identify removal of the seven inventoried trees, and a summary of the impacts to each are as follows: ■ Trees #1 (redwood) and 2(camp �or) are within the footprint of the proposed driveway for lot 1, as welI within the footprint of the proposed curb, gutter and roadway design. ■ Trees #3 and 4(redwoods) aze al so within the footprint of the proposed curb, gutter and roadway design. ■ Tree #5 (blackwood acacia) is situated beyond proposed construction and would not seemingly be impacted by the project; however, it should be immediately removed regardless of the propose � project; it has partially uprooted and can be regard�d as hazardous. ■ Tree #6 (redwood) is also situated beyond proposed construction; however, it has declined to such a significant exte lt that recovery is unlikely, and I suggest its removal regardless of the proposed ��roject. ■ Tree #7 (redwood) is situated withir the footprint of the proposed home on lot 4. As mentioned above, I recommend the �•emoval of trees #5 and 6 regardless of the proposed project. For trees #1, 2, 4 and 7, it is my opinion that due ta their inferior structural condition, revising the proposed design does not appear warranted, and their removal for development purposes would seemingly cc�nform to the Town Code. Babby, Registered Consulting Arborist� July 2, 2010 Tree #3 appears to be the most suitable for retention, although to achieve minimum protection, a setback of at least 15 feet fro� n the center of trunk would be required for the proposed curb, gutter and roadway. To my understanding, the m�imum distance that can be achieved is about nine feet from the trunk's center, a distance that would subject the tree to premature decline and instability. ��Vhen considering the tree's weak structural formation, which would require pruning, cabling and regular inspection throughout its remaining lifespan, any expense for a major redesign does not seem warranted. In the event the 15-foot setback can be employed without requiring major revisions, then I can be consulted to further review and provide additional protection measures. 4.2 Tree Replacements Pursuant to Table A, Section 14.18.185 af the City Code, mitigation for removing the seven "protected trees" inventoried for this report includes the installation of the following minimum amounts and sizes of new trees o�i-site: � Three of 36-inch box size (perhaps :;ix of 24-inch box size as an alternative) ■ Either three of 3b-inch box si2e ar s x of 24-inch box size ■ Two of 24-inch box size The specific type of new trees should consist of a combination of one or more of the following: valiey oak (Quercus lobata), ��oast live oak (Quercus agrifolia), California black oak (Quercus kelloggii), coast re iwood (Sequoia sempervirens) and red oak (Quercus rubra).
