Application No.: M-2012-03 (EA-2012-05), ASA-2012-10,TM-2012-04 Applicant: Kevin Dare (500 Forbes, LLC) Location: 3 vacant lots on Stevens Creek Blvd between Wolfe Rd and Tantau Ave Modification to the previously-approved Master Use Permit (U-2008-01 and M-2011-09), Architectural and Site approval (ASA-2011-24) and Tentative Map (TM-2011-04) for a mixed-use project consisting of retail, hotel, office and residential development, including consideration of removal of the age-restriction on the market-rate residential units and modifications to the parking garage, retail and the tentative map. This is a second addendum to the Environmental Impact Report. The first addendum was approved on March 23,2012. The Environmental Impact Report was originally approved on January 20, 2009. This addendum is to address changes in the design from what was approved at the May 15, 2012 City Council meeting. These proposed changes include: o Switching the 143 Senior Housing units to 120 live/work loft-style units o Minor reduction of the park space for a 20' wide landscape buffer on the west side o Minor reduction the retail building footprints o Modification of the parking spaces in the parking garage and a reduction of the garage massing These changes do not pose any new environmental impacts. ❑ Traffic o Reduction of parking spaces from 2176 to 1984 for the new loft-style apartments o This reduction still meets the shared and un-shared parking requirements, but does not meet the City's Parking Ordinance requirement of 2009 spaces o Trip generation is expected to be less than what was approved with the EIR and the first addendum o Peak trip times are also projected to be less than what was approved with the EIR and first addendum o Service Level impacts are reduced for the Bollinger/Lawrence Expressway intersection ❑ Landscaping o The park size was reduced, but the open space calculation now includes the landscape buffer so the numbers are the same o The green space, landscape buffer and trees will help provide separation but easy access between the adjoining properties o Sidewalks should be incorporated into the design to allow for better foot traffic between the adjoining properties ❑ Additional Discussion o These modifications were made in response to the Council's request to build out the entire site at the same time o Architectural design changes were made to accommodate the wishes of the future tenants along the Stevens Creek frontage o Final Architectural Designs will be approved by the Design Review Committee ACTION: Recommendation for approval of EA-2012-05 for a Second Addendum of the Final Certified Environmental Impact Report MOTION: Barry Chang SECOND: Timm Borden NOES: none VOTE: 5-0 OLD BUSINESS None Respectfully submitted, &m4, Beth Ebben Administrative Clerk G/planning/erc/actionminu tes 081612
