Application No.(s) EXC-2014-09, TR -2014-42 (EA -2014-07) Applicant: Daryl Harris (Yao/Li residence) Location: 21730 Rainbow Drive Hillside Exception to allow the development of a 5,213 square foot single family residence with a 1,412 square foot basement on slopes greater than 30%o; Tree Removal Permit to allow the removal and replacement of three specimen size Coast Live Oak trees ❑ Geologic/Soils • The average slope of the lot is 37% • The proposed development is located near a prominent ridgeline, but does not impact it o A consulting geologist has been retained to study the engineering and hazards of the lot o The lot is subject to seismic activity so engineering methods have been incorporated into the construction plans to mitigate sliding, with retaining walls and a fortified foundation o The lot has remained untouched since it was subdivided, so there is no fill o There have been no concerns with storm water runoff in the area, but storm runoff will be managed through a series of filtration systems and a detention cylinder ❑ Trees/Landscaping o 3 Oak trees are proposed to be removed as they fall within the building envelope of the proposed development, replacement trees will be replanted so to as screen the new house from the road 0 5 replacement trees will be re -planted in accordance with the Tree Ordinance ❑ Archeological/ Cultural o There will be a Stop Work Order in the construction documents should any remains or artifacts be discovered on site ❑ Additional Discussion o The proposed residential development meets the Residential Hillside Ordinance There is a recorded easement for a pedestrian/equestrian trail located on the property but it has never been developed or improved due to the steep slope, perhaps an agreement can be reached with the current property owner to allow continued trail accessibility on an informal trail that has been developed on the property by swapping the unused trail easement ACTION: Recommendation for approval of a Mitigated Negative Declaration for EA -2014-07 MOTION: George Schroeder SECOND: Barry Chang NOES: none VOTE: 3-0-0 OLD BUSINESS None Respectfully submitted, &t�A- _, Beth Ebben Administrative Clerk
