The application is approved with the following conditions: 1. APPROVED PROJECT This approval is based on a report prepared by a certified arborist, Michael Bench (WE 1897A), dated October 27, 2014, consisting of 4 pages and a tree replacement site plan, except as may be amended by conditions in this resolution. 2. TREE REPLACEMENTS 'I'he applicant is required to plant two (2) 24-inch box trees or one (1) 36-ulch box tree ul accord�lce �vith the Protected Tr.ee Ordinance and approved tree replaceme.nt pla.n. R-�.odific.ations to the tree species an.d locatian may be made to khe approved re��lacement plan�endi.ng staff approval. 3. NOTICE OF FEES DEDICATIONS, RESERVATIONS OR OTHER EXACTIONS The conditions of Project Approval set forth herein may include certain fees, dedication requirements, reservation requirements, and other exactions. Pursuant to Govemment Code Section 66020(d) (1), these Conditions constitute written notice of a statement of the amount of such fees, and a description of the dedications, reservations, and other exactions. You are hereby notified that the 90-day approval period in which you may protest these fees, dedications, reservations, and other exaction, pursuant to Government Code Section 66020(a), has begun. If you fail to file a protest within this 90-day period complying with all of the requirements of Section 66020, you will be legally barred from later challenging such exactions. Staff has made the findings necessary to grant the tree removal permit in accordance with Section 14.18.180 of the Protected Trees Ordinance. Also, please note that an appeal of this decision can be made within 14 calendar days from the date of this letter. Mr. Gosike reported that he had experienced irrigation leaks and a leak in the water supply line to his residence. Upon excavating the areas, he discovered roots of the adjacent redwood tree were displacing the pipes causing them to break. He also observed that the edge of the driveway had been lifted by this tree. He called me to advise him about what could be done to prevent this damage in the future. Observations I inspected the tree on October 27, 2014. Upon my arrival to the site, I discovered that there were 2 coast redwood trees on each side of the driveway. Mr. Gosike had asked me to look at the individual tree located an the east side of the driveway, which is nearest the front entrance to the residence. This tree is also located approximately 2 feet from the Paver Driveway on the west side of its trunk. On the opposite side of the driveway there exists another coast redwood tree (the west side of the driveway) approximately 4 feet from the driveway. I prepared a Sketch of the Site Relationships, which is attached to this report. The subject trees are: Tree Trunk Canopy Canopy Health Structural Number Species Diameter Height Spread Condition Inte�ritv Tree# 1 —Coast redwood 26/ 16 70 feet 30 feet Good Good (Sequoia sempervirens) Tree# 2—Coast redwood 29/18/13/13 80 feet 30 feet Good Fair-Poor (Sequoia sempervirens) The four leaders of Tree# 2 are competing and are attached at acute angles near grade. This structwe occasionally results in the failure (splitting apart) of one or more of the leaders and falling. This structural weakness do not appear to occur as often with coast redwood as other species,but nevertheless it does occur. Prepared by Michael L. Bench, Site Observations: 1 Consulting Arborist October 27, 2014 11081 Cata.lano Court Cupertino, CA At this location, the root structure of the coast redwood species is very significant. Just below grade there is a bulb like structure call the Epicormic tuber. It is an adaption to forest fire damage. It is approximately 2 times the size of the trunk and it grows at about the same rate. It can easily lift the footing of a single story building. At this site Tree# 1 has crushed irrigation lines and has bent the water main to the residence causing a leak at a joint. This occurred on the east side of its trunk. On the west side of Tree # 1, the root mass has started to lift the driveway. The heaving is only about 1 inch as this point, but it will certainly get much worse over time. The Sewer line is inside the root zone of Tree# 1 and is currently not a problem. However, it will likely adversely affect the Sewer line in the relatively near futwe. Tree # 1 is quite large and mature. As such, its root system is growing rapidly. Tree# 2 is lifting the driveway on the opposite side of the driveway(the West side of the driveway). Once again, the heaving is currently relatively minor(approximately 1 inch), but it certainly will get much worse over time. Tree# 2 has also sta.rted lifting the concrete pathway, which is adjacent to the footing of the garage and leads to the back yard. On the west side of Tree # 2 is a P.G.and E. Vault, which appears to be electrical. Tree#2 exists between this vault and the Electric Meter at the residence. Adjacent to the Electric Meter is the Gas Meter. Without having these lines located by the locator service, their exact locations are not known. However, considering the relationships of the of these two Meters on the side of the residence about 10-15 feet from the trunk of Tree # 2,the lines to the residence must cross the root zone of Tree# 2. Considering the relationships as shown by the attached sketch, I am concerned about the Gas line more than the Electric meter. Conclusions Although the actual damage to the residence of Mr. Gosike is relatively minor at this point, I fully expect the damage to accelerate quickly, especially because of the fact that these trees axe mature for an urban redwood. It would not be possible to cut the large roots lifting the driveway without the potential of rendering one or both trees unstable. Only small roots (approatimately 1 inch in diameter} may be severed to make repairs. Even if this could be done,the damage is still expected to accelerate. As the Epicormic tuber of each tree grows,they well squeeze the driveway resulting in buckling. If one tree were removed, the driveway adjacent to the other tree is expected to buckle nevertheless. In my opinion, it is the only way to stop the damage to the driveway and eventually the residence, which I expect to occur over time. There is ample space in the front yard to plant replacement trees. I did not enter the back yard and, for that reason, do not know if there is any spaces large enough to accept a replacement tree. It would be essential to grind the stumps. I recommend any of the following species as replacements: Large Trees London plane (Platanus acerifolia `Columbia') Deodar Cedar(Cedrus deodara) Coast live oak(Quercus agrifolia) Interior live oak(Quercus wislizenii) Valley oak(Quercus lobata) Southern Live oak(Quercus virginiana) Southern magnolia(Magnolia grandiflora) Medium Trees (Most of these are medium size trees for many years but eventually can become large) Chinese pistache (Pistacia chinensis) can even Fruitless olive (Olea europea `Swan Hill') Red oak(Quercus rubra) Brazilian pepper(Schinus terebinthefolius) Sour gum(Nyssa sylvatica) Ginkgo (Ginkgo biloba)be sure to require a Male specimen. The Female specimens of this species produce a very stinky fruit. Small Trees (some of these eventually become medium trees, but rarely large) Hybrid Arbutus (Arbutus `Marina') Strawberry tree (Arbutus unedo) Small leaf paper bark(Melaleuca linariifolia) Peppertnint(Agonis flexuosa) African sumac (Rhus lancea) Grecian laurel (Laurus nobilis `Saratoga') Magnolia hybrid(Magnolia `Galaxy) Water gum(Tristaniopsis laurina) Dwarf Fruitless Olive (Olea cultivar) Prepared by Michael L. The exception is Southern Live oak (Quercus virginiana) which can tolerate the frequent watering. All of the others would require regular watering until they would be esta.blished(usually 2-3 years).
