Discussion: • TR-2015-39 proposed to remove eleven trees and to replace with eleven trees in the same location as those being removed. The proposed removal of tree #199 will be replaced by a deodar cedar tree (#2007) in the same location. • TMP-2014-021ists three other replacement trees (#2013, #2014, and #2015) to be located where #199 will be removed, and lists #2007 to be located closer to Homestead Road. The selected species for that location is a crape myrtle. Conclusion: • Tree #199 will be removed and replaced with tree #2007 (crape myrtle) to be located closer to Homestead Road as indicated on TMP-2014-02 Replant Map (attached). Staff has made the finding that the protected trees are dead and cannot be controlled or remedied through reasonable relocation or modification. The proposed replacement plan is consistent with the Protected Tree Ordinance since the applicant is replacing the trees on site, and the number of replacements is consistent with the ordinance. The finding is necessary to grant the tree removal permit in accordance with section 14.18.180 (A) (1) and (3). The application is approved with the following conditions: 1. APPROVED PROTECT This approval is based on the arborist report prepared by Richard Gessner (#WE-4341B), dated August 3, 2015, consisting of nineteen pages including and a tree removal and replacement site plan, except as may be amended by conditions in this resolution. 2. TREE REPLACEMENT The required replacement trees are eleven 24-inch box trees of various species as listed in the arborist report. The applicant shall provide the Department of Community Development adequate documentation, including but not limited to photographs, receipts or invoices, to verify that the replacement trees have been planted within 30 days of replanting. 3. PROTECTED TTZEES The applicant understands that replacement trees are protected trees and may not be removed without a Tree Removal Permit and that they shall be responsible for ensuring the proper maintenance and care of the trees. The applicant shall also disclose the location and species of all replacements trees on site upon sale of the property. /����� ` I ( 4. There are eleven dead trees that need to be removed for safety (Appendix A and Appendix B). On July 21, 2015 I inspected the crown, trunk, trunk flare, above ground roots, and site conditions around the trees following the guidelines published in the ANSI A300 (PaYt 9)-2011 Tree RiskAssessment a. Tree StructuYe Assessment for a"level two basic assessment." No tree risk assessment was performed. The purpose of this report is to inform the property owner about the condition of the tree and provide a summary of my observations. The report is to be used by the property owner, their agents, and the City of Cupertino as a reference to help make decisions about the future management of the tree. The property is located 10880 Northpoint Way between N. Blaney Avenue and E. Homestead Road. The site contains several mature trees. Several pines have died recently along with some older cherries and plums with one sweet gum. All the dead pines have signs of boring insects. The plums, cherries and liquidambar have been dead for a long time and are falling apart. In total there are at least eleven dead trees that will need to be removed. There are several more pine trees with significant bark beetle attacks at their base. Most of the trees that are dying on the site are large pines and smaller fruit trees. The trees are likely succumbing to a complex if issues lead by drought stress and insect pressures. The trees growing outside their natural range are becoming stressed and succumbing to secondary insects such as bark beetles. The beetles bore into the lower trunks of the trees and physically girdle the plants disrupting the flow of water and nutrients to and from the crown. In conclusion the trees are dead and need to be removed and replaced with more compatible species. Plants should be free of insects and disease,healthy, and structurally sound. Trees should not have been topped or headed back. S'upport M aterial Support stakes can be used if necessary but are not advised. Stakes should be two inch diameter and installed with no cross bar and should not contact the main stem. Stakes should be trimined to the lowest acceptable level as to not interfere with branch growth after installation. Support stakes should be removed after 12 months. Tree ties should be flexible. Two to four inches of untreated mulch,bark or wood chips should be placed underneath the trees to a minimum distance out to the drip line. Mulch should not contact the main stem and should remain a minimum of two inches from the trunk and structural roots. I nstallation Site preparation should consist of planting pits at lest three times the diameter of the container being planted. The soil should be free of any debris such as rocks, asphalt, concrete, or other construction debris. When planting trees or shrubs in a narrow row it would be best to prepare the entire planting row for installation by rototilling and removing any debris. Install plants two inches above grade and no root ball should be placed below grade level. Check the level of structural roots within the container to determine if soil needs to be removed from the top prior to installation. Circling roots should be cut or teased outward from the root ball. The planting pit should be backfilled with parent soil material and no amendments or fertilizer should be placed in the soil without a soil test. Native plants are adapted to the climatic conditions of the bay area, do not require as much maintenance, are resistant to more landscape pests and diseases, and ultimately require less water. Plant trees and shrubs with similar watering requirements in the same irrigation zones (hydrozones). Avoid planting water loving species with those that are drought tolerant. By planting trees and shrubs with similar requirements together you can reduce pest problems and water usage. Mulching Organic mulching requires putting compost,bark,wood chips or other plant material over the top soil to help improve soil conditions. Organic mulches help keep soil moisture and temperature more constant and provide some level of nutrient recycling as they break down. Mulch will help mimic the forest environment, can be attractive to landscapes, and helps to keep weeds down. Over time,mulch will also help reduce compaction in the soil and improve overall root growth, improving plant health. Mulch should be incorporated as part of a general plant health care plan for the site. Irrigation Systemsand Hardware Use drip irrigation systems for trees and shrubs and avoid watering areas that do not require watering. Drip systems use less water,place tivater directly onto the root zone, and help reduce evaporation. Check systems regularly and every spring at a minimum for leaks and breaks that could cause water waste. He was told that a proposal is on the current agenda. 10853 Northoak Square The owner was present to learn about what would be done about an Architectural Change request he had submitted. He was informed that the matter is on the current agenda. June 2015 Minutes - APPROVED 10848 Northshore " Ed spoke on behalf of the Owner who was not present. She reported that some Residents have been using the showers in the Cabanas independent of using the pool or spa. In short, using Association water instead of their own. She wanted to know what could be done to stop this. Ed raised a larger issue of Renters who may not be receiving the monthly newsletter and thus may not be aware of the Rules and of various prohibitions. Ed asked Management to insure that all Northpoint Residents receive the monthly newsletter in addition to all non- Resident Owners. Clark advised that the newsletter could be hand-delivered. III. Approval of Previous Minutes MOTION—Approval of Previous Minutes of May 21, 2015 Vanya moved to approve the minutes as presented. Ed seconded the motion. Norma provided a cosmetic change and then the motion carried unanimously. IV. New Business MOTION—Property Modification Reauest-10853 Northoak Vanya moved to grant permission for a Property Modification Request. Ed seconded the motion, which passed unanimously.The modifications include a skylight and a new window on the west side of the unit, above the door. The owner was reminded that a request for a new window should include a waiver from any neighbor toward whose property the window would face. The new window would most directly face Venkatesh's property. He verbally gave permission. Staff was directed to write a letter of approval to the Cupertino City Planning Department. MOTION—Concrete drive repair at 10806 Northrid�e Sauare. Vanya moved to accept the proposal from Amava (proposal B-7504) for$3,600 to make these repairs. Ed seconded the motion, which passed unanimously. MOTION—Various Repairs at 10821 Northoak Sauare Vanya moved to approve a proposal from Qualitv Built Construction to effect these repairs at a cost of $1,150. Ed seconded the motion. Norma abstained; all others voted in favor and the motion passed. MOTION—Removal of Dead Trees Vanya moved to accept the proposal from valleyCrest to remove 8 dead trees at a cost of � $6,873. Rag seconded the motion. Clark notes that a seconded bid might do the job for considerably less.The motion was amended to direct Clark to get another bid, and then use his judgement to select the best bid.The motion passed unanimously. MOTION—Prunin� near 20005 Northwind Square Vanya moved to approve a proposal from VallevCrest to prune 2 large pine trees, based on complaints from Owners. Cost:$696. Ed seconded the motion. Accounts receivable (unpaid homeowner accounts) was$4,232 at the end of the month. This represents a decrease from the previous month by approximately $2,693.
