Mayor Chang gave a summary of the two items discussed in closed session at the 4PM Special Meeting held on the same day. They should be part of the meeting minutes. In particular Mayor Chang said that the Council discussed the same subject as was discussed as Item la at the 9PM Special Meeting, but the Council reached no decision in the closed session.
