General Fund Human Service Grants (HSG)Program -The City Council annually allocates funds from the General Fund to human service agencies. Below Market-Rate (BMR)Affordable Housing Fund (AHF)–The Below Market-Rate (BMR) Affordable Housing Fund (AHF)receives its revenue from the payment of housing mitigation fees from residential and non-residential (office,hotel,retail,commercial,research and development (R&D)and industrial)development. CDBG Required Plans Consolidated Plan –Five year planning document (covering fiscal years 2015-20)that identifies local community development needs and sets forth a strategy to address those needs utilizing federal CDBG funds. Annual Action Plan –One year planning document covering the upcoming fiscal year (2016-17) that describes the eligible activities that the City of Cupertino intends to undertake to address the needs identified in the Consolidated Plan.Due annually to HUD by May 15,2015. Consolidated Annual Performance and Evaluation Report (CAPER)–One year planning document that reports accomplishments of the prior fiscal year (2015-16)that were outlined in the Consolidated Plan and Annual Action Plan.Due annually to HUD by September 30,2015. CDBG, HSG & BMR AHF Timeline December 18, 2015 Annual Request for Proposal (RFP) was issued. January 18, 2016 RFP deadline ended. March 7, 2016 30 day public comment period started. March 10, 2016 Housing Commission meeting (1st of 2 required CDBG public hearings). Forwarded Housing Commission recommendations to City Council for final adoption. April 8, 2016 30 day public comment period ended. April 19, 2016 City Council meeting (2nd of 2 required CDBG public hearings) for final adoption of Annual Action Plan and CDBG, HSG and BMR AHF grant funding allocations. May 15, 2016 Annual Action Plan due to HUD. Next Steps 1.Adopt Draft Resolution No.16-____approving the 2016-17 CDBG Annual Action Plan. 2.Adopt Draft Resolution No.16-____approving the 2016-17 CDBG,HSG and BMR AHF funding allocations. 3.The 2016-17 CDBG Annual Action Plan will be submitted to HUD for final approval.
