APPIZOVED PROTECT This approval is based on the arborist report prepared by �oshua Fengel (#WE-7612A), dated February 17, 2016 consisting of nine pages including a tree removal site plan, except as may be amended by conditions in this resolution. 2. 'TREE gZEPLACElVIENT `�`he required replacement trees are one 36-inch box or two 24-inch box trees of a species suited to the backyard environment as advised by the arborist report for the proposed for removal, per Protected Tree Ordinance. The applicant shall provide the Department of Community Development adequate documentation, including but not lirnited to photographs, receipts or invoices,to verify that the replacement trees have been planted within 60 days of replanting. 3. PROTECTED TREES The applicant understands that replacement trees are protected trees and may not be removed without a Tree IZemoval Permit and that they shall be responsible for ensuring the proper maintenance and care of the trees. The applicant shall also disclose the location and species of all replacements trees on site upon sale.of the property. 4. This tree has been labeled tree#1. 1. Tree#1 is coast live oak (Quercus agrifolia). The height of tree#1 stands 27 feet, with a crown-spread of 25 feet. Diameter at breast height measures 29 inches. T'his tree appears to be in fair-to-poor health; an uneven, unbalanced upper-crown, exhibiting crowded stems and profuse reiterative water-sprout spacing. Headed limbs appear to be cracked and in early stages of decay, likely due to sunscald. Tree#1_has been _ improperly pruned in the past, in part, because of its close proximity to:overhead utility lines and position next to a highway sound-barrier wall. Sunken bark and cankers are present, possibly indicating presence of a later-stage decay organism: The tree in question, trees#1, has been over-trimmed by a tree service, approximately 3-4 years prior to this evaluation. The: pruning performed was to reduce the height and limb spread in order to keep tree #1 from interFering with telephone and:elecfirical#ines. This trimming .must be performed biannually for safety reasons, by utility service trimmers, or tree trimmers _ hired by the homeowner. Upon visual inspection, tree#1 appears to be in poor health. Live oak trees do not respond well to heading cuts or the removal of a high proportion of interior growth, both of which is evident in the trimming regimen perFormed on tree #1 every couple of years:As a species, live oak trees are known to be poor at compartmentalizing injury, chemically. Live oak trees uvhich have been headed are notorious for sprouting profusely and then growing weakly attached and unhealthy growth that is prone to not only be hazardous but aesthefically unpleasing. The backyard af 7746 Carriage Drive is a high-traffic area where tree #1 may pose a, risk to people and/or property if limbs were to break. Cankers can be seen emerging from the bark, along the lower-trunk and root-crown area, possibly indicating presence of hypoxylon. Due to the observations that have been made -#he excessive utilities-maintenance required,fhe damage-done to tree#1, and the potential future risk tree#1 poses; the best option would be to remove tree#1 and replace with a species better suited to the type of backyard environment present at 7746 Carriage Drive. Crape myrtle (Lagerstroemia indica 'Whit IV) or Chinese pistache (Pistacia chinensis) may be good choices for the type of environment described above. . _ 1 , � � ` The city of Cupertino will require replacement tree(s) to be planted and proper planting technique shall be required. \ It is strongly recommended that an irrigation and soil restoration program be in effect for the tree(s) replacing tree#1 The irrigation should wet soil to the point that water does not run from beyond the dripline but enough to soak soil about 9 2 inches deep, once during the week, unless it has rained enough to meet watering requirements. Irrigation should be increased slightly during hot months or during periods of no rain. . Mulch and compost can ensure fiealthy above and below-ground growth and nutrition. '/2 inch-of a well-blended compost and 4-6 inches of a coarse mulch should be placed beneath the dripline of both trees, if not all trees on the property: The area within the dripline of trees#1 and #2 should be free of landscape plants, grass and be subjeefi to as Iittle foot traffic or other adverse impacts, as possible. IViulch and composf will provide nutrition, insulation, and will improve soil tilth. Mulch/compost treatments have a number of beneficial effects for trees, plants and the environment, in generaL _ 2 _ � �J � , _ _ I��I�� G�'L��a�➢���➢� �����I����� 1. Trees must be of quality nursery stock, free from pests, disease and structural defecfs. _ 2. D:ig planting pit t�nrice as wide as root ball, or as wide as practical per planting loeation. Pit should be no deeper than soil in the tree container. _ _ , 3. Remove the tree from the container (24 inch box) and place it in the planting pif. The soil level __ should be 1"- 2" above the finish grade to allow for settling. . � 4. Backfill the pit partially with native soil and add enough water to flood the bottom of the pit. 5. Complete backfill of pit with native soil, tamping in soil with feet or shovel handle to ensure there are no air pockets and that soil is reasonably firm. 6. Remove nursery stake and orient the tree with section of trunk shaded by:nursery stake to fhe north. 9.Fill the water basin and let seep twice. 10. Depending on canopy size of trees# 17-18, if may be necessary to stake trees once planted -two pole-stakes, driven outside of the planting pit, affixed vuith rubber-strap supports, should support the upper-third of the canopy. - � .�. ..
