Allocation
• According to state law, HCD (Housing and
Community Development) identifies the housing
need for the San Francisco Bay Area.
• ABAG develops a distribution methodology to
distribute the housing need to each city.
• Local governments have to a Housing Element in
General Plan to allocate housing sites according to
the number allocated by ABAG
