O' tte Project Manager GBO:Imr J CREEGAN + DANGELO CITY OF CUPERTINO MISCELLANEOUS WATER MAIN REPLACEMENTS PROJECT 89-107 BACKGROUND The City of Cupertino is actively working on maintaining and upgrading their water distribution system. This work which has continued for several years has currently identified four water mains for replacement. These segments of water main are generally located in various older developments and streets throughout the City. One segment is in the narrow part of Foothill Boulevard which will require careful attention to pipe location so as to minimize traffic disruption. Replacing these mains will be continuing work in this area that has been ongoing for several years. Creegan + D'Angelo visited the sites and the brief walk-through of the sites indicated several key factors in main replacement work. Locating existing utilities in the field, on the drawings and through existing record drawings is very important. In existing developed areas like these, the design and installation as documented in the construction records must be sensitive to the individual homeowners that will be impacted by the work. Driveways must be maintained open, existing vegetation must be. preserved and both pedestrian and vehicfe4 safety must be rigorously protected. ENGINEERING SERVICES Creegan + D'Angelo would provide the engineering services requested by the City of Cupertino. These services would provide a complete and well coordinated set of construction documents. The tasks requested by the City will be presented to illustrate the Firm's understanding of the proposed work. 1 CREEGAN + D'ANGELO Task 1. Preparation of Base Maps Creegan + D'Angelo recommends the use of rectified aerial photographs for the plan portion of the plan and profile sheets for this type of project. The use of aerial photographs permits full visualization of the potential conflicts and site conditions. As a practical matter care must be taken in the production of this type of base map to insure that the background is properly screened so that design information is not lost or obscured by shadows. Creegan + D'Angelo would perform all surveying and field measurements required to prepare the base maps and document the location of existing facilities. The survey services would be provided by in-house crews that are familiar with the requirements of a waterline replacement project. These crews have worked directly for the engineering staff on similar projects in the past thus insuring continuity and the depth of understanding that will eliminate wasted effort and poor data. The profile information will be compiled after the preliminary design is completed. The surveyors will: take lelevations along the center line of the proposed alignment. - Exact elevation of possible conflicting storm and sanitary sewers will also be collected at this time. Task 2. Preliminary Design When the plan and profile base sheets are available, red line drawings will be prepared indicating Creegan + D'Angelo's recommended alignment. This alignment will be submitted to the City of Cupertino's Engineering Staff and Water Department Staff for review and comment. A meeting with the staff to discuss these comments would facilitate the smooth transition into an accurate final design. 2 CREEGAN + DIANGELO — Task 3. Final Design The final design will be based on the completely reviewed preliminary design. This final design will include service and fire hydrant locations and will detail tie-ins to existing lines. The proper detailing of the connection of new facilities to the existing system is the most important part of main replacement design. This detail should facilitate the following three key elements: The tie-in should permit extending the new line in the future in a cost effective and expeditious manner. The tie-in should permit the installation, testing, and sterilization of the new line without interfering with the existing system. The tie-in should minimize and eliminate, if possible, useless and redundant "fi{tings that introduce excess head loss and invite continued corrosion and maintenance problems. Task 4. Specifications Complete Contract Construction Specifications will be prepared for the project. Creegan + D'Angelo has available complete sets of water main replacement technical specifications and bid documents that have been used several times in the recent past. A review of the specifications will be made to make them match the current project. In addition Creegan + D'Angelo will sychronize these Special and Technical Provisions and Bid Documents with the General Provisions provided by the City. Task 5. Construction Cost Estimate An estimate of construction costs will be prepared based on the final construction documents. Task 6. Construction Staking Creegan + D'Angelo will.provide the requested reference line for constructing the new pipe. It is important-to; provide for the Contractor and for future City records a 3 CREEGAN + D'ANGELO specific, dimensioned location for the pipeline. These dimensions will be tied to features of the infrastructure which are permanent. Task 7. Coordination with Other Utilities and Agencies Creegan + D'Angelo routinely contacts all other utility purveyors to eliminate insofar as possible conflicts in' alignments. At this time the identified utilities are water, sewer, storm drain, gas,,,electric, telephone, and cable television. SPECIFIC EXPERIENCE Creegan + D'Angelo has been involved in the design and planning of Water Works since the Company was formed in 1956.. Its clients for water system design range from Cities like Burlingame, Mountain View, Fairfield, Tracy and Santa Cruz to , Special - Districts like Santa Clara Valley Water District and Santa Cruz County Flood Control and Water Conservation District to Federal Government Agencies like the National Park Service and the U.S. Navy. The Firm has also worked on many land development projects for private clients often requiring main extensions through developed areas as well as onsite design efforts. Creegan + D'Angelo is,currently providing construction service to the City of Burlingame for "Water System Improvements 1987". This project was also designed by Creegan + D'Angelo. This.;,project covered work at five different sites with a total of 2,100 feet of eight inch pipe;' 600' feet of other sizes (4"-1211), 61 services, six hydrants and 14 different tie-ins. The total bid price was $310,000. This project involved extensive coordination with CALTRANS to cross the El Camino Real (Highway 82) in two places as well as to be parallel-and within the roadway for 700 feet. The traffic control plan for this project required CALTRANS approval. 4 CREEGAN + D'ANGELO Creegan + D'Angelo provided full design and construction engineering services for another water main replacement project for the City of Burlingame. This project required the installation .of 3,900 feet of water line, reconnecting 53 services, and the installation of eleven new fire hydrants. Some of the highlights of the project include the design of a Southern Pacific Railroad crossing, including acquisition of the permit and the complete redesign and expansion of the City of Burlingame's water main standard details. The Firm also provided a hydraulic network analysis of the area influenced by the main replacement to confirm pipe line size selection. One of the most significant projects the Firm has been performing is the planning and design and construction management of the facilities to provide San Felipe Water to San Benito County. This project has a construction cost in excess of $22 million. It contains over 78 miles of distribution system pipe and six pump stations. This project is now nearing completion and is delivering water in a manual operating mode pending final testing of the automated control system. Creegan + D'Angelo has been providing the full spectrum of engineering services starting with planning through design, construction staking, construction inspection and construction administration all the -- way to the finished as-built drawings. PROJECT STAFFING, The staff for this project will be Mr. Mark Kenning, Principal-In-Charge, Mr. George B. Otte, Project Manager, and Ms. Tracie Sakakihara, Senior Engineer. The detailed resumes of this staff are included in the back of this proposal. This team of engineers has worked together on water resources projects for several years. Specifically all of the water main replacement work for the City of Burlingame, the pump station design for the Navy and work for San Benito County Water Conservation 5 CREEGAN + D'ANGELO and Flood has been performed by this engineering team. This team is further supported by the engineering, drafting and clerical staff of the San Jose Office. The structural department and survey departments in San Jose are also available to resolve any specific problems that may arise. With the exception of the preparation of the aerial photographs, all of the expertise required by the City of Cupertino, including construction services, is available with Creegan + D'Angelo personnel who have worked together on many projects. PROJECT BUDGET AND SCHEDULE Creegan + D'Angelo will provide all of the engineering and surveying services for an _ estimated fee of $35,900. A proposed schedule for the project is attached. Engineering Services Performed: Preliminary Design Final Design and Specifications Unique Significance: These projects covered five different project sites and included four different encroachments into the Right-of-Way of State Highway 82. Each encroachment required a separate encroachment permit. Creegan + D'Angelo, on behalf of the ,City, negotiated with CALTRANS each of the permits including the '640 encroachment along the length of the Right-of-Way. Engineering Services Performed: Feasibility Analysis Preliminary Design Final Design and Specifications Construction Management Construction Inspection Unique Significance: This Water line extends reliable water flows and pressures from the center of the City out to the freeway for future connections to a high value commercial area. This project required Creegan + D'Angelo to acquire all permits fo'r the project (including Southern Pacific Railroad Company) and provide complete construction management. Agencies Involved: City of Burlingame San Francisco Water Department - Southern Pacific Railroad Company Pacific Gas & Electric Company Pacific Bell Completion. Date: 1985 Construction Cost: $553,000 CREEGAN + D'ANGELO SAN BENITO WATER DISTRIBUTION SYSTEM Client: San Benito Water Conservation and Flood Control District Location: San Benito County, California Description: The project is part of the $200,000,000 San Felipe Project to deliver 150,000 acre feet of water to San Benito and Santa Clara Counties. The San Benito section is a county-wide water distribution system to supply 45,000 acre-feet of water annually to 21,000 acres. The system includes 90 miles of 6-inch through 30-inch pipe and 4 pumping stations with a total of 3,500 horsepower. The water will be supplied at a rate of 150 cubic feet per second (67,000 gallons per minute) to 700 farms, four ground water percolation sites, and the cities of Hollister and San Juan Bautista. The water will be delivered at a pressure suitable for sprinkler operation - 60 pounds per square inch or greater. Engineering Services Performed: Conceptual design and preparation of preliminary plans, financing concepts, Federal PL 130 Loan Applications, plans and specifications, and a project budget Construction of the. pipeline was accomplished by eight contractors working under Creegan & D'Angelo's supervision. Unique Significance: The project required liaison and negotiation with the U.S. Bureau of Reclamation, the federal agency that supplied the funding for the project. Coordination was required so that all San Benito County facilities were designed compatible with other San Felipe Project facilities. The project required design of all facilities and _ aquisition of four encroachment permits from CALTRANS as well as coordination with San Francisco Water Department. Construction management is also being provided. - o San Benito County Flood Control and Water Conservation District, Hollister, California - Design of Subsystem 7 agricultural water distribution system including over nine miles of pipes ranging from 30 inches to 6 inches in diameter. Design of four percolation pressure reduction stations and outlet facilites. Water hammer analysis was also provided. .In the water hammer analysis, pump failure and valve closures were considered. o East Bay Dischargers Authority, San Lorenzo, California - Prepared plans and specifications for 7500 feet of force main used to deliver reclaimed wastewater to irrigate Skywest Golf Course. Performed pipe sizing, head loss and water hammer calculations and cost analyses. o Santa Clara County Traffic Authority, San Jose, California - As part of the Route 85 project, a hydraulic study was performed to evaluate the impact of proposed facilities along three creeks in Saratoga. The Corp of Engineers' water surface, profiles...computer program, HEC II, was used to model the hydraulics of ,the creeks. Sediment transport calculations were performed in conjunction with the hydraulic calculations in order to determine siltation or scour problems.
