SUBJECT
Requesting authorization of a contract amendment with Jana Sokale in the amount of$128,274.
This amount includes $63,405 for additional trail planning and design services, and $64,869 for
environmental review and preparation of the mitigation, monitoring, and reporting plan. During
the fiscal year 2000/01 capital improvement budget process, $150,000 was added to the Stevens
Creek Trail feasibility study budget for this additional work. Funds have been budgeted, but this
amount is beyond the manager's signature authority and Council authorization of the contract
amendment is needed.
BACKGROUND
On August 30, 1999, Jana Sokale entered into an agreement with the City of Cupertino to prepare
a feasibility study for the Stevens Creek Trail project through Cupertino for an amount not to
exceed $80,000. The contract included fees for two sub-consultants: $9,050 for Cotton, Shires &
Associates, geotechnical engineers, and $8,315 for Lynne Trulio, wetlands consultant.
The initial scope of work called for a feasibility study to be completed by June 30, 2000, with
public involvement to be limited to receiving input from the Stevens Creek Trail Task Force only
twice during study preparation, two presentations to the Parks and Recreation Commission, and a
presentation of the final report to City Council. No environmental review was to be performed
under the contract and little public participation was anticipated. The quiet feasibility study
model was used in Mountain View. In Mountain View, the proposed Stevens Creek Trail was
first analyzed without much public participation just to determine feasibility and magnitude of
cost. Then as each section was considered for development, more in-depth public input was
solicited and environmental review was conducted. The Mountain View process entailed
planning twice—once for the overall "big picture" and then in detail reach-by-reach.
At some point after the initial contract for the feasibility study was executed, it was determined
to be in the city's best interest to conduct all of the analysis for the project including public input
and environmental review at once. This revision to the scope of work represents significantly
more effort to be expended on the part of the consultants, but there is economy of scale to be
realized in administering the in-depth feasibility project all at once.

Staff anticipated this expense during the budget process and funds were included in the capital
improvement budget for this purpose.
STAFF RECOMMENDATION
It is recommended that the Council authorize additional work for the Stevens Creek Trail

Insurance. Should the City require evidence of insurability Contractor'shall file with City a Certificate of Insurance

Non-Discrimination.No discrimination shall be made in the employment of persons under this Agreement because
of the race, color, national origin, ancestry, religion or sex of such person.
Interest of Contractor.It is understood and agreed that this Agreement is not a contract of employment in the sense
that the relation of master and servant exists between City and undersigned.At all times Contractor shall be deemed
to be an independent contractor and Contractor is not authorized to bind the City to any contracts or other obligations
in executing this Agreement. Contractor certifies that no one who has or will have any financial interest under this
Agreement is an officer or employee of City.
Changes.This Agreement shall not be assigned or transferred without the written consent of the City. No changes
or variations of any kind are authorized without the written consent of the City.

Scope of Work
The following scope of work outlines the professional services to be provided to
investigate the potential for developing an approximately 5 mile pedestrian and bicycle
trail along Stevens Creek and the adjacent roadways through the City of Cupertino and
through the in newly acquired Rancho San Antonio County Park acreage. The .
Feasibility Study will be used as a basis for the future development and environmental
documentation for the trail.
L PROJECT START-UP
A. Initial Project. Administration - The consultant will develop the project
schedule, collect and catalog all background documents and execute the sub-
consultant contracts.
B. Evaluate Base Map Materials - The consultant will collect base map
materials and determine most effective mapping solutions for portraying the
trail alignment alternatives through the City of Cupertino.
C. Review Background Documents - The consultant will gather and review
background information from the City, County of Santa Clara, Santa Clara
Valley Water District and other pertinent agencies.
D. Involve Jurisdictional Agencies
The consultant will contact relevant jurisdictional .agencies to determine
contact person, introduce them to the project and lay the groundwork for
future meetings and report reviews.
E. Attend Kick-off Meeting with the Director of Parks and Recreation (Meeting
#1) - The kick-off meeting with the Director of Parks and Recreation and staff
will focus on the mission, goals and objectives of the feasibility study. Aerials
will be used as a starting point for identifying planning issues. The planning
process will be reviewed and delineated.
F. Project Management — The Consultant shall prepare an agenda for the
meeting and take minutes and coordinate work for this phase.

IL PRELIMINARY INVESTIGATION
A. Generate Base Map - The consultant will prepare a base map at the scale
appropriate for the project..The study area limits will be defined.
B. Review Existing Conditions - Document Research - The•consultant will •
perform preliminary research of property ownership, approximate locations
of easements, ROWs and existing land uses. The consultant team will
evaluate existing SCVWD and County Parks and Recreation Department
plans and determine their relationship to trail development. Work under
this phase is from the documents provided and is a cursory review.
C. Review Existing Conditions - Field Reconnaissance - The consultant will
conduct an initial ground reconnaissance and photo documentation field
trip along the approximately five miles of trail corridor. Photo
documentation will include slides for use in future meetings and in
preparation of the feasibility report. The Consultant will assess land
availability, which includes top of bank inventory (TOB), visually review
channel capacity, visual review of ROW and approximate creek centerline.
The Consultant will also locate habitat areas, vegetative communities,
existing circulation patterns, points of interest such as employment centers,
schools, parks and recreational facilities and identify potential trail
connections.
D. Map Information from Documents and Field Reconnaissance - Theexisting
conditions data will be used to produce a series of overlays to the base map or
aerials which highlight the land opportunities and constraints to trail
development. Overlays will likely include:
1. Land availability - TOB, property ownership, easements, ROW
2. Habitat areas and vegetative communities
•
3. Points of interests, school, shops, recreational facilities and on-street
bicycle facilities relevant to the trail circulation
E. Field Check Mapping - The base map and/or aerial overlays will be field
checked.
F. Develop Preliminary Base Trail Alignment - The consultant will develop a
preliminary trail alignment to assist and focus the work of the
subconsultants. The consultant will summarize the preliminary trail
alignment using an overlay to the base map or aerials.

G. Project Management — The Consultant shall coordinate work with the

III. SITE ANALYSIS
A. Conduct Subconsultant Kick-off Meeting (Meeting #2) - Prepare materials for
subconsultants and host initial field review to discuss work plan, schedule,
constrained corridor areas and specific habitat concerns.
B. Subconsultant Evaluation of Opportunities and Constraints - The
subconsultant team will simultaneously evaluate the opportunities and
constraints to trail development and identify solutions to constrained
corridor areas.
1. The Geotechnical Engineering Team will:
Perform geotechnical evaluations of trail construction feasibility for
segments of the Stevens Creek Trail between the Diocese property
(immediately southwest of Highway 280) to Stevens Creek County.
Park. Specifically, the geotechnical team will evaluate the geotechnical
feasibility of: 1) an engineered structure to allow a trail alignment from
Varian Park down to the creek level; 2) an undercrossing of Stevens
Creek Boulevard located immediately northwest of Blackberry Farm
Golf Course; 3) two pedestrian bridges across the creek between Stevens
• Creek'Boulevard and McClellan Road; 4) a trail underpass or
overcrossing at McClellan Road; and 5) and alternative trail alignments
through/around the old quarry located immediately northeast of
Stevens Creek County Park. Preliminary engineers construction cost
estimates will be prepared for the above noted portions of the trail
system which are determined to be geotechnically feasible.
a. Review of Available Data — Published maps and reports
addressing geologic and geotechnical site conditions will be
obtained and reviewed. Existing pertinent information collected
during our ongoing geotechnical evaluations of proposed
development within the City of Cupertino will also be utilized.

b. Field Investigation - Engineering Geologic Mapping and
Measurement of Cross Sections — Limited engineering geologic
mapping and measurement of cross sections will be completed to
roughly portray topographic and geologic conditions of each site
noted above. Mapping will be completed using Brunton compass,,
measuring tape and hand-level techniques. Geotechnically
constrained areas requiring special mitigation design measures
will be noted.

c. Technical Analysis - Site Characterization and Design Concept
Analysis — Field data will be analyzed to characterize the site so
that trail development can be evaluated with respect to active
geologic processes. Conceptual engineering design solutions will
be illustrated by drafted cross sections. We currently anticipate
preparation of 5 cross sections illustrating existing conditions, an
additional 8 sections illustrating design concept alternatives, and a
plan view depiction of trail alignments through the quarry on an
existing base map.
d. Preliminary Engineers Construction Cost Estimates — If the
evaluated trail linkages appear geotechnically feasible for trail
development, preliminary engineers construction cost estimates
will be prepared for engineered structures necessary to establish
the trail.
e. Technical Report — We will prepare a technical letter report to
summarize the findings of,our investigation. The report will
contain an engineering geologic assessment of site conditions and
provide estimated construction costs of significant engineered trail
components along with drafted illustrative figures. A separate
matrix will be prepared to illustrate elements of the cost estimates.
Three (3) copies of the report will be submitted to you along with
an electronic copy.
f. Coordinate with the consultant and meet to review the draft
report (Meeting #3).
g. Attend one (1) meeting with the City.

2. The Wetlands and.Wildlife Ecologist will:
a. Review relevant environmental documents.
b. Conduct a biotic assessment focused on rare, threatened and
endangered species to identify early on in the trail alignment
planning any possible significant biotic impacts under CEQA or
NEPA. The biotic assessment will include the open grasslands of
the newly acquired Rancho San Antonio Park, riparian habitat
from Varian Park to Stevens Canyon Road and the Quarry area
from Linda Vista Park to Stevens Canyon Road. The plant and
wildlife habitats will also be surveyed for restoration and/or
enhancement potential.
c. Consult with relevant parties including Santa Clara Valley
Audubon Society, Department of Fish and Game, US Fish and
Wildlife Service and National Marine Fisheries, as necessary.
d. Generate a draft and final written letter report summarizing the
biotic assessment findings. The final report will be bound as
appendix in the final feasibility report.
e. Coordinate work with consultant and meet to review the draft
report (Meeting #4).
f. Attend one (1) meeting with the City.
3. The lead consultant will:
a. Review .draft and final reports to integrate findings into the trail
alignment.
b. Meet with the subconsultants to discuss work products (Meetings
(#3 and #4).
c. Prepare Summary Maps The information obtained by the
subconsultants will beused to produce additional existing
conditions overlays to the base map. These overlays will
highlight habitat zones and sites of restoration or mitigation
potential, geotechnical issues including erosion, bridges and other
opportunities or constraints to trail development.
d. Prepare Summary Charts - Charts summarizing the bridge types,
trail crossing potentials and habitat issues will be prepared.

D. Present Site Analysis Findings at Task Force Meeting (Meeting #5)
The consultant will present the findings of the site analysis through a series
of tissue overlays and charts that highlight the opportunities and constraints
to trail development. Land availability, circulation and points of interest,
geotechnical conditions, bridge structures, environmental conditions and
planned developments will be detailed. The consultant will prepare an
agenda and take minutes of the meeting. The consultant team shall revise
overlays and charts, as necessary.
E. Project Management — The Consultant shall coordinate work with the
Director of Parks and Recreation, and update the project schedule, and
coordinate work for this phase.

IV. TRAIL ALIGNMENT ALTERNATIVES
A. Develop Feasible Trail Alignment Alternatives - The consultant team will
refine the preliminary trail alignment by synthesizing all work products. The
alignment solutions will be based on the criteria established by CEQA, the
design guidelines of jurisdictional agencies and our understanding of the
project goals. The alignment alternatives will be evaluated with respect to
cost, in-creek experience, environmental protection and private property
interests. Infeasible alignments will be documented for inclusion in the
Feasibility Report. The trail corridor will be divided into reaches to facilitate
the development of the trail. Reaches will be determined based on natural
conditions as well as on logical separation points such as roadways or
existing recreational facilities that might function as trailhead locations. The
consultant will summarize the refined trail alignment using an overlay to
the base map.
B. Prepare Maps - The consultant will prepare a map of the trail alignment
incorporating all engineering and environmental features. The map will
dearly define the routing met by each of the alignment alternatives.

C. Prepare Rough Budget Estimates - The consultants and subconsultants will
jointly formulate rough budget estimates for trail development.
D. Produce Charts Consolidating Pros/Cons of the Trail Alignment Solutions -
The consultant will prepare charts summarizing the rough cost estimates,
CEQA analysis, pros/cons of routing and future development potential.
E. Review Trail Alignments with Jurisdictional Agencies = The consultant will
contact relevant jurisdictional agencies to discuss specific site feasibility
questions and potential for joint projects and to review mapping, agreements
and design guidelines. The consultant will attend three (3) meetings with
the agencies. Consultant will maintain contact with these agencies
throughout the project to provide follow up on decisions made by the City
(Meetings #6, #7 and #8, as necessary).
F. Prepare for trail alignment review meetings by preparing the slide
presentation, handouts and any other information necessary to convey the
design solutions. The Director of Parks and Recreation will arrange the
meeting, distribute minutes, notice the public and maintain attendance
records for future mailings. The consultant shall prepare an agenda for the
meeting, take minutes and submit a"copy of the minutes to the Director of
Parks and Recreation for printing and distribution.
G. Present Trail Alignment Alternatives at a Task Force Meeting (Meeting #9) -
The trail alignment and alternatives will be presented the Task Force for
review. Tissue overlays and charts summarizing the advantages and
disadvantages of the various alternatives will be used to describe the
alignments. A slide presentations will be usedto graphically demonstrate
existing conditions and routing solutions. The consultant will prepare and
agenda and take minutes of the meeting.
H. Present Trail Alignment Alternatives at Parks and Recreation Commission
Meeting (Meeting #10) - The trail alignment and alternatives will be
presented at a Parks and Recreation Commission Meeting. Tissue overlays, a
slide presentation and charts summarizing the advantages and
disadvantages of the various alternatives will be used to describe the
alignments. The geotechnical consultant will summarize the categories of
bridge structures and provide rough cost estimates for engineered trail
crossingsof these bridge locations. The wetlands and wildlife ecologist will
present the findings of the rare, endangered, threatened and species of special
concern survey conducted along the trail alignment alternatives.

V. PREPARE TRAIL FEASIBILITY REPORT
•
A. Prepare and Submit Outline of Feasibility Report - An outline of the
feasibility report will be submitted to the Director of Parks and Recreation for
review and input prior to developing the Administrative Draft Feasibility
Report.
B. Prepare Administrative Draft Report
1. The consultant will prepare an Administrative Draft Feasibility
Report/Maps and submit five (5) copies to the Director of Parks and
Recreation for staff review. The Director of Parks and Recreation will
consolidate all staff comments into one document to provide to
Consultant. The feasibility report will likely include chapters on:
a. The Mission, Goals and Significance of the Trail
b. Findings of the Site Analysis
c. A description and map of the trail alignment
d. Budget estimates
e. Subconsultant reports.
f. The feasibility report will make recommendations regarding the
future Master Plan Report and/or accompanying CEQA
documents.
2. The feasibility report will include the following graphics:
a. A photo reduction of the preferred trail alignment.
b. Two (2) perspective illustrations will detail typical segments of the
trail.
.c. Ten (10) cross-sections will be used throughout the report to
demonstrate solutions to constrained corridor areas.
d. A series of charts will summarize trail reaches, costs and
jurisdictional agencies for handy reference.
C. Attend a Task Force Meeting to Review Comments on Administrative Draft
Report (Meeting #11) — Attend a working session with the Task Force and •
staff to review and edit the Administrative Draft Feasibility Report.
D/E. Incorporate Comments and Submit the Draft Feasibility Report - After the
meeting with the Task Force regarding the Administrative Draft Report, the
consultant will commence with the preparation of the Draft Feasibility
Report/Maps. This Draft Report will respond to all comments on the
Administrative Draft. The Consultant will submit fifty (50) copies of the Draft
Feasibility Report/Maps to the Director of Parks and Recreation for
distribution to the Parks and Recreation Commission and jurisdictional
agencies.

(Meeting #13) - The consultant will meet with the Director of Parks and
Recreation to review Parks and Recreation Commission comments and make
final revisions to the Feasibility Report.
H/I. Incorporation of Parks and Recreation Commission Comments and Submit
Final Feasibility Report - The consultant will consolidate comments, make
revisions and prepare Final Report and will submit one hundred (100) copies
and one (1) reproducible original of the Final Feasibility Report/Maps to the

J. Present Final Feasibility Report to City Council (Meeting #14) - The
consultant will make a present the findings of the final feasibility report to
