Statement of Intention for the Establishment of Friendship Cooperation
City Agreement between Luoyang, Henan, China and
Cupertino,California,the United States of America
Luoyang city of Henan Province-China and the city of Cupertino of the United States
of America, in line with the friendly equality, the reciprocal and mutual benefit principle,
both sides agree to carry on the comprehensive cooperation and exchange, the promotion
communal development below, and will reach the intention on the establishment friendship
cooperation city.
1.-The cities ofLuoyang and Cupertino will implement through the exchange and the
cooperation, will promote the bilateral mutual understanding, wilt promote the bilateral
friendship, and through the bilateral government leaders' exchange visits in the equality and
mutual benefit foundation, will establish the friendship cooperation city agreement.
2.-Both sides in the economy, the trade, the agriculture, the transportation, the science
and technology, the culture, the sports, the health, the education, tourism and so on will
carry on the cooperation and the exchange, will promote the bilateral economic boom and
the social enterprise full scale development.
3.-Both sides will do their utmost efforts to hold business invitation, investment,
project promotion as well as trade cooperation and to provide both sides with a good
platform for cooperation and communication.
4.-Both sides will assign their specialized agency to be in charge of the normal contacts
between the two cities , whenever the cooperation and the exchange matters are concerned.
5.-This intention statement uses two languages, Chinese and English. The two types of

texts have the same legal effect. This intention statement becomes effective from the date of
its signature.
