97-041 Randy and Audrey Takeshita Interim Web Site ServicesCONTRACT FOR INTERIM WEB SITE SERVICES THIS CONTRACT is entered into on June 9, 1997 by and between the City of Cupertino, a political subdivision of the State of California, hereinafter called "City" and Randy and Audrey Takeshita, hereinafter called "Consultant". WHEREAS, the City is in need of an Interim Web Site Consultant, and WHEREAS, CONSULTANT is qualified to perform the duties of updating the web site for the City of Cupertino. NOW, THEREFORE, in consideration of the mutual promises herein, the parties hereto COVENANT, PROMISE and AGREE as follows: 1. Consultant shall perform the duties of updating the website for the City of Cupertino as set forth in the attached. It is understood and the parties intend that the services described herein shall be provided on a part-time basis on an average of 20 hours per month. Consultant shall also be reasonably available by telephone to the staff of the City during normal work hours when Consultant is not performing the functions described herein. 2. City shall compensate Consultant at the rate of fifty five dollars ($55.00) per hour for all work described herein. Additional hours beyond 20 hours per month must be approved by the Director of Administrative Services or the City Manager. 3. This contract shall commence on June 9, 1997 and shall continue in full force and effect until an MIS Manager is hired by the City. 4. This contract may be terminated prior to the above as follows: A. By mutual consent of the parties; or B. By either party on delivery of written notice thereof to the other party with or without cause and for any or no reason, whatsoever. CONTRACT FOR INTERIM WEB SITE SERVICES 5. If this contract is terminated under the provisions of Paragraph 4, Consultant shall be compensated only for the hours and expenses incurred prior to the effective date of termination. 6. The parties hereto agree and understand that this is a contract for professional services and shall not be assigned by either party in any manner. As such, it is understood that Consultant is an independent contractor and not an employee of the City. However, City shall defend and hold harmless Consultant from any action or lawsuit brought against him/her or the City arising out of any act, advise, or omission on the part of Consultant while carrying out the duties set forth above. 7. The City will provide one copy of Microsoft Front Page '97 as a web site development tool to be used as needed. Upon termination of this contract, the software will be returned to the City and removed from all of your company computers in accordance with the licensing agreement. 8. This contract may only be modified by a written amendment hereto, executed by both parties. 9. The icon is called "employ.gif ' and is located in the Images subdirectory under the site's root directory. Jill Lopez in Human Resources is the liaison for this info. Current positions available will need to be updated from Jill. Bill Woska was interested in publishing information on the web site relating to job classifications and salary ranges so that peer organizations can point to our web site to find that information out when doing salary comparisons. Again, Jill will be the contact to get the most updated spreadsheets for that information. y� City Ordinances — Our city ordinances have been published by Book Publishing Corp (BPC) and are hosted on their web site. We will need to provide a link in our site somewhere (City Hall section?) to these ordinances, which are located at the following URL... http://www.nfoweb-com/folio.pgi/bpc-8/toc? Kim Smith, City Clerk, is the liaison on this issue. We were thinking of putting some "how-to's" on the page that will jump people to the ordinances, as it was not quite simple enough to navigate through the ordinances the first time one used them (especially if they did not have experience with Folio Views). �es • City Council / Planning Commission Agendas and Minutes — An icon has been created for this to appear on our home page as a major category within the web site. The icon is called "agenda.gif' and is located in the Images subdirectory under the site's root directory. The plan is to update the agendas the Thursday prior to the meeting, which is when they are available from the City Clerk's office. Kim Smith or Carol Shepherd are the contacts on these items. The minutes will be available the week after the meeting for the City Council. Kim Smith will provide these minutes in HW*W &t, Minutes to the Planning Commission will need to be obtained from Planning Dept, which uses an outside consultant to take and prepare the minutes. 1 These items should also be "linked to" in the City Council and Planning Commission (yet to be developed) pages under the City Hall section of the site. Of. Commission Pages — Each of the resident advisory commissions have been informed that they may create pages to inform the public about the efforts of their committee. Each Commission is supposed to elect one person as the primary contact for web site content creation and development. As each Commission comes online, there should be a link provided on the Commission / Council main page that takes the browser to that Commission's pages. Each Commission has their own staff liaison. These staff liaisons should act as primary contact to obtain the web site content from each commission unless it's determined that the webmaster is that primary contact. },o�D • Fes) Update — Laura Newman went through the listing of frequently asked questions (FAQ's) and reorganized them to flow better and make the information easier to find. This needs to be reviewed and the FAQ page will need to be updated accordingly. ��� • Departmental Updates — Each department was to develop pages for the web site that promote their activities and provide better information to the residents. (For example — the Public Works and Community Development sections are extremely light at present, and both were working on better, more informative content.) These updates will need to be implemented on an ongoing basis, and a procedure for maintenance should be developed.
