The approved project consists of minor modifications and revisions to Community Vision 2040 including text edits to re-insert 2005 General Plan text, policies or strategies; reorganization of strategies in the Infrastructure Element; correction of typographical errors, grammatical errors, and certain headings; clarification of existing policies and strategies to clarify the intent; revisions to ensure internal consistency; clarifications and corrections to General Plan figures; adding new figures related to Special Areas and Noise; amending the land use designation for the Mirapath site on 10950 North Blaney Avenue from Industrial/Residential to Industrial/Commercial/Residential and adding the new designation as a new land use category in the General Plan; rezoning the Mirapath site from Light Industrial with special development conditions (ML -fa) to Planned Development with Light Industrial and General Commercial uses or P(ML/CG); and, changing the name of the General Plan, "Community Vision 2040," to "General Plan (Community Vision 2015-2040). The City prepared an Addendum to the EIR for the General Plan Amendment, Housing Element Update, and Associated Rezoning project because the modifications to the project analyzed in the Final EIR consist of minor technical changes, clarifications, amplifications or revisions to the text and figures of the General Plan and Zoning Ordinance, and do not require major revisions to the previously certified EIR due to new or substantially more severe significant impacts. This is to advise that the City of Cupertino has approved the above described project on October 20, 2015 and has made the following determinations regarding the above described project: 1. No further environmental review is required for the minor modifications and revisions to the General Plan and rezoning of the Mirapath site. 2. The proposed minor modifications and revisions to the project described in the certified Final EIR will result in no new significant environmental effects or a substantial increase in the severity of a significant environmental effect previously identified. 3. There have been no substantial changes with respect to the circumstances under which the minor modifications and revisions would be undertaken that would require major revisions of the Final EIR due to new or substantially increased significant environmental effects, and there has been no discovery of new information of substantial importance that would trigger or require major revisions to the Final EIR due to new or substantially increased significant environmental effects. 4. The mitigation measures that were made adopted and incorporated into the project analyzed in the Final EIR will remain in effect. No new or modified mitigation measures are required. 5. CEQA Findings and a Statement of Overriding Considerations were adopted at the time of the approval of the project analyzed in the Final EIR. No changes to the Findings and Statement of Overriding Considerations is required as a result of the minor project modifications and revisions evaluated in the Addendum to the December 2014 Final EIR. 6.
